Also one from the business manager of the Illini, asking for an appropriation of $630.00, to send the paper regularly to the high schools of the state. In my judgment the Board should give the Illini such support as is consistent with the finances of the University. The paper has been enlarged and improved in appearance, and I think it may be, materially, in quality, so as to make it really representative of (the higher and better work of the University. It has undoubtedly served a good purpose in the past and as undoubtedly may be made of still greater usefulness in the future. It is possible that it might be better to leave it to the students to manage and support their paper in altogether their own way, and to use such University funds as are available for the purpose for the publication of bulletins wholly devoted to the higher literary and scientific work of the institution. But we probably are not prepared to do that this year, and, until we are prepared, we can probably secure no better arrangement than that now in operation. I therefore recommend the appropriation of such liberal sum to aid in the distribution of the Illini as the Board may be able to grant. Respectfully submitted,
