T h e special c o m m i t t e e a p p o i n t e d at t h e last m e e t i n g of t h e B o a r d , to consider a n d r e p o r t u p o n t h e d u t i e s of t h e S u p e r i n t e n d e n t of B u i l d i n g s a n d G r o u n d s , m a d e t h e following report :

CHICAGO, I I I . , June 27, 1894.

To the Board of Trustees of the University of Illinois. GENTLEMEN: Your special committee begs leave to offer the following resolutions: Besolved, That the Superintendent of Buildings and Grounds be authorized to appoint janitors and assistants for the several buildings, for as many months in the year as he shall deem necessary, as follows:

Assistant at University Hall Assistant at the closets Janitor at Chemical Laboratory.. Janitor at Engineering Hall Janitor at Natural History Hall.. Janitor at the Mechanical Shops. Janitor at Military Hall

Besolved, That the Superintendent may also employ additional workmen by the day, or student help by the month, for needed service in the care of buildings and grounds, as may be necessary. Besolved, That the Superintendent may discharge any employe in his department at any time, for cause or when there is no work for the employey and that he make no agreement which will preclude a discontinuance of the services of any such employe at any time. Besolved, That the Superintendent, at the end of each month, file with the Business Agent, a report containing an itemized statement of the expenses of his department during the preceding month, and any recommendations as tofuture proceedings which he may deem advisable. Mr. M c L e a n offered t h e following resolution, w h i c h was adopted:: Besolved, That hereafter all persons connected with the steam heating department shall be employed or dismissed by the President of the University f. and the professor in charge of the mechanical engineering department. M r . B u l l a r d p r e s e n t e d a proposition, w i t h r e g a r d to a d v e r t i s i n g , from Mr. P . K . M c M i n n , of Springfield; t h e p r o p o s i t i o n was declined on m o t i o n of D r . S m i t h . O n m o t i o n of Mr. A r m s t r o n g , t h e E x e c u t i v e C o m m i t t e e was directed to a p p o i n t a S u p e r i n t e n d e n t of B u i l d i n g s a n d G r o u n d s . O n m o t i o n of Mr. R a y m o n d , t h e F i n a n c e C o m m i t t e e was d i r e c t e d to take a sufficient b o n d of t h e B u s i n e s s A g e n t , in a m o u n t not less t h a n $15,000. T h e following resolution was a d o p t e d : Besolved, That the Chairman of the Farm Committee, Dr. Burrill and the President of the University, be appointed a committee with power to establish a vaccine farm and laboratory; that so far as practicable, the Professor of Veterinary Science be charged with the care of the same, and his salary-
