UNIVERSITY OF ILLINOIS.

During the quarter now at its close the buildings have had their annual internal cleaning, and the wood work of University Hall has been painted in accordance with your instructions. A good deal of repairing has also been done outside and inside, and things are now in good shape for t h e opening of the term next week. The barn on the experiment farm is not yet finished, bub is so far along* t h a t it is estimated t h a t it can be completed somewhat within the appropriation. I t is desired t h a t the balance may be made available for t h e construction of connected out-buildings and fittings. At your June meeting an appropriation of $1,000.00 was made for machinery in the architectural shops, and at the August meeting another $1,000.00 was assigned to the same department for a dry-room and lumber sheds. The former was to be expended under the direction of the Committee on^Buildings and Grounds and the Regent; who was to expend the latter was not designated. As may be seen by the communication of Professor Ricker little has been done.' I respectfully suggest t h a t the further expenditure of these amounts be referred to the Professor of Architecture and the Business Agent. The desks ordered for the architectural rooms have been received and the computing instrument is soon expected. The room for the work in electrical engineering has been re-floored and the apparatus ordered is on hand and in part ready for use. Much delay, however, occurred in getting the pieces set up on account of the disorganization of the mechanical department. But for the energy of Professor Stratton the work would have been much longer delayed. The demand for instruction in this branch at present is so urgent that the fullest possible provision should be made at once to meet it satisfactorily. A s t e i m engine se ms to be much needed for work beyond the power of the gas engine just put up. About $1,000.00 is needed for this purpose, and as there is great pressure now upon the manufactories it will be necessary to order the engine sometime before it can be expected. Either an appropriation may be made, if you deem any action best, or authority may be given now to make inquiries and to place an order. Professor Baldwin, elected at your last meeting to the chair of mining engineering, has arrived and reports ready for duty. I t however seems unlikely t h a t he will have many, if any, students in his special subjects. The department will require building up in this respect as well as in its material equipment. For the present, and perhaps permanently, it is proposed to assign to him the instruction in mineralogy, heretofore taught by t h e professor of chemistry. With this in .view Professor Baldwin, aided by other professors, has examined the specimens for instruction on hand and has asked for leave to purchase such others as seem demanded now for the purpose. An appropriation of $500.00 is asked on this account. In this connection it may be stated t h a t the tools used in the fall term by students in the laboratory work in mineralogy, have heretofore been used in a different term by the students in geology under Professor Bolfe. Now these two subjects are to be taught in the same term, and it therefore becomes essential to purchase more of these small implements. Sixty dollars is asked for this use.
