CONTRACT W I T H UNITED STATES BUREAU OF PUBLIC ROADS FOR RESEARCH ON PROBLEMS OF HIGHWAY CONSTRUCTION (18) In accepting grants and entering into contracts for sponsored research, the University reserves the right of publication of the results. This is a desirable reservation, particularly in the case of research projects in which graduate students are engaged so that they may use the results obtained as material for theses. For more than twenty years the University, through its Engineering Experiment Station, has been carrying on research investigations on problems of highway construction under cooperative agreements with the State of Illinois Division of Highways and with the United States Bureau of Public Roads. The Bureau has taken the position that a publication which results from research supported in whole or in part by it might imply that the United States Government endorses the findings and recommendations listed in the publication, so that the Bureau has a legitimate concern with the information published. Accordingly, the Bureau requires, on its part, that all contracts for research sponsored by it shall include the following provision: "Each party shall have the right to publish the results of the investigation, but any publication of the results by one party shall be subject to the approval of the other party. . . . However, the work of this program can serve as the basis for M.S. and Ph.D. theses at the University, with the usual acknowledgments." The Dean of the College of Engineering and the Director of the Engineering Experiment Station, the Chairman of the University Research Board, and the Comptroller recommend that the Board of Trustees authorize exceptions to the standard University policy in government contracts for research to the extent indicated in the Bureau's request. Aside from the importance of these research programs as a public service, they are of value to the University in the training of graduate students employed on them as research assistants, so that the exception is justified on educational grounds. I concur in this recommendation.

On motion of Mrs. Watkins, this recommendation was approved.

CONTRACT FOR TRAINING OF AGRICULTURAL EXTENSION WORKERS IN COMMUNICATIONS (10.) The National Project in Agricultural Communications, supported by the Kellogg Foundation, is a training program in communications for workers in agricultural extension. T h e program has been endorsed by the American Association of Land-Grant Colleges and State Universities and other national educational organizations. A program has been planned for a training session of three weeks for representatives of educational institutions. In addition to the training to be received by the representatives, the institution will receive a kit of training aids including motion pictures, film strips, other visual materials, a Master Trainer's Guide, and basic materials suitable for adaptation and reproduction in each state. The Dean of the College of Agriculture and the Associate Director of the Extension Service in Agriculture and H o m e Economics recommend that the University send two representatives. T h e cost to the University, including the training materials to be received, will be $5,500, and can be paid from federal funds available to the Extension Service. I recommend that the Board authorize participation in this program and the execution of such contract or other documents as may be required for this purpose.

On motion of Mrs. Holt, this recommendation was approved.

CONTRACT FOR INTERIOR DECORATING OF NORTHWOOD APARTMENTS (20) The Director of the Physical Plant and the Comptroller recommend that Mr. W. S. Pusey, Urbana, interior decorator and color consultant, be employed as interior decorator for the seven apartment units being constructed by North-
