Plant, and the Comptroller recommend a contract with the Illinois Bell Telephone Company which will provide for: 1. T h e purchase by the Company of the existing University-owned annunciator systems. 2. Lease of these annunciator systems to the University on a rental basis until a new system is installed in July, 1956. 3. Installation by the Company and rental to the University of additional underground cable, central office trunks, switchboard and room telephones. T o place this system in operation will require an immediate capital expenditure for existing facilities of $12,500, and it is recommended that this amount be assigned from the residence halls operations. I concur and recommend that the Comptroller and the Secretary of the Board be authorized to execute the necessary contracts. O n m o t i o n of M r . CONTRACT FOR ENGINEERING SERVICES O N UTILITIES DISTRIBUTION SYSTEMS (17) T h e Director of the Physical Plant and the Comptroller recommend employment of Sargent and Lundy, Consulting Engineers, Chicago, for engineering services (designing, preparation of working drawings, and writing of specifications) on the extension of utilities to the residence halls to be constructed in the P a r a d e Grounds area and in the area west of the new Law Building. Such systems must be expanded well in advance of the construction of housing and other building projects which they are to serve. Terms of the proposed contract a r e : 1. Current Expense Charges: Engineering and drafting, at actual salary and wages plus 50 per cent; stenographic and clerical expense, travel expense, and miscellaneous expense at actual cost to Sargent and Lundy. 2. Fixed Fee Charge: One and one-half per cent of the mutually agreed upon estimate of the cost of the project to completion (exclusive of Sargent and Lundy's charges under (1) above, and the University's engineering, supervisory, and overhead costs) ; 10 per cent of this fee is to be paid when services are o r d e r e d ; 80 per cent in equal monthly installments thereafter, the number of installments to be in accordance with the estimate of the number of months required to complete the project; 10 per cent upon completion of the project. 3. Resident Field Engineer: Services of a resident field engineer would be on the basis of actual salary, plus 15 per cent, plus travel and field expense, and will be billed and paid monthly as incurred. T h e terms are the same as those authorized by the Board of Trustees for the services of Sargent and Lundy on the addition to the Abbott Power Plant except that the fixed fee is 1.5 per cent instead of 2 per cent. The cost of the extension of utilities, including the services of Sargent and Lundy, will be paid from the proceeds of bond issues for these projects. Payments, estimated at $15,200, due prior to bond issuance will be advanced from balances from surplus funds in the income of the Housing Division. I concur and recommend (1) that the Comptroller and the Secretary of the Board be authorized to execute a contract with Sargent and Lundy in accordance with the above terms, (2) that the Physical Plant Department be authorized to take bids on the extension of utilities in the areas described, and (3) that the Comptroller be authorized to advance funds from balances available in Housing Division operations to meet payments due under this contract before funds from proceeds from bond issues are available.

On motion of Mr. Livingston, these recommendations were approved and the Comptroller and Secretary of the Board were authorized to execute the contract.
