"Beginning September 1, 1943, no student who fails to pass the placement test in rhetoric, given at the beginning of each semester, be allowed to register in Rhetoric 1. His schedule of courses shall be reduced by three credit hours in order to permit him to make up this deficiency, which may be removed by tutoring, correspondence study, or otherwise. A three-hour non-credit elective course shall be offered each semester in which students may register on payment of a $10 fee, to prepare themselves to pass the placement test. A student who fails to pass the placement test by the beginning of his third semester must withdraw from the University until he does pass it." The University Senate now recommends to the Board of Trustees that this requirement be amended to read as follows: "Beginning September 1, 1943, no student who fails to pass the placement test in rhetoric, given at the beginning of each semester, be allowed to register in Rhetoric I. H e shall be responsible for making up this deficiency by tutoring, correspondence study, or in any other way he may choose. A three-hour non-credit elective course shall be offered each semester in which students may register to prepare themselves to pass the placement test. A student who fails to pass the placement test by the beginning of his third semester must withdraw from the University until he does pass it." The changes are (1) omission of the requirement that a student failing to pass the placement test in Rhetoric 1 reduce his schedule of courses by three credit hours to permit him to make up his deficiency, and (2) discontinuing the $10 fee required in case the student chooses to take a three-hour non-credit elective course to prepare himself to pass the placement test. The Committee on Student English and the Senate Committee on Educational Policy believe, and the University Senate concurs, that " t h e deletion of the phrase permitting the student to reduce his schedule of courses should remove any objection that might be raised against the regulation during the war emergency on the grounds of public relations, and that any student who is seriously interested in progressing as far as possible while he is in the University should be able to carry a fuli schedule of course work and at the same time make up his deficiency in rhetoric." The proposal to omit the fee required of students who register for the three-hour non-credit elective course was made in view of the recent action of the Board of Trustees requiring of all students each semester the payment of a $5 laboratory, library, and supply fee. I recommend: ( i ) approval of these modifications of the regulations as a war measure, with the provision that the University Senate be asked to review these regulations after the war and submit a further recommendation; (2) that action on the recommendation to discontinue the $10 fee required of students who register for the three-hour non-credit elective course be deferred pending recommendation thereon from the Committee on Fees and Scholarships, to which the proposal has been referred.

On motion of Mr. Jensen, these recommendations were adopted.

EXEMPTION FROM PAYMENT OF FEES FOR STAFF MEMBERS OF AGENCIES AFFILIATED WITH THE UNIVERSITY (7) The Board of Trustees on March 14, 1939 (Minutes, page 263), adopted a regulation that " P e r s o n s on University appointment at a salary of $1,600 a year or less, eligible for admission to University work, or on scholarship or fellowship appointment in the Graduate School shall be exempt from the payment of incidental and laboratory fees in courses counting for graduate credit. . . . " The Chiefs of the State Geological and Natural History Surveys request the same privilege for members of the Survey staffs receiving salaries of $1,600 a year or less. The Committee on Fees and Scholarships has considered this question and recommends that this regulation be amended to read as follows: "Persons on University appointment or on appointment in allied surveys and laboratories on the University campus at salaries of $1,600 a year or less, eligible for admission to University work, or on scholarship or fellowship ap-
