PROPOSED CONSTITUTION

FOR T H E UNIVERSITY OF ILLINOIS The University of Illinois is an institution of hi^luT learning initiated and encourag< I by the Federal government, but controlled and in the main supported by the people of the State of Illinois. Founded upon the training of the public schools, and 5 completing the systems of secondary and of collegiate education,

it is devoted to the advancement and dissemination of knowledge in those holds of study which contribute most directly to tin enrichment of life and to the well-being of society. The welfan of the student as a future citizen of the State and Nation and tin promotion of research are thus primary considerations in determining the proper administrative organization and educati nal policy which the University shall adopt.
