dune 7, 1915 The Committee on Organization and Efficiency authorized by vote f the Senate February 6, L911, ai the request of th President o( the University, submits herewith its report in the vm of a proposed constitution for the University of Illinois. A( tmpanying this document is a brief historical statement regarding the work done and the methods employed. The Committee has restricted its proposals to the field of the interna] oi anization of the University; it proposes no chang 9 in tli acts of the General Assembly under which this institution has l" n established. The Committee lias endeavored also to keep nstantly in mind the specific character of the state university, the [>i>o11unities, responsibilities, and limitations o( which differ in no small degree from those of institutions organized or conIn ted under private, ecclesiastical, or municipal auspices. Tie* report in its present form is the result of prolonged Liberation and the careful weighing of numerous alternative

f o r m - of o r g a n i z a t ion. I n c e r t a i n p o i n t s it differs m a t e r i a l l y from

the first tentative proposals adopted. Of necessity it fails to •IUIMMIV in everv detail the final conclusions of anv single member of the Committee.
