I concur and recommend that the Comptroller and the Secretary of the Board be authorized to execute this contract, subject to the release of funds by the Governor.

On motion of Mr. Johnston, this contract was awarded.

CONTRACT FOR ENGINEERING SERVICES FOR CONSTRUCTION OF STORM SEWER (20) The Board has a contract with Wilson and Anderson, Engineers, Champaign, for engineering services in designing a storm sewer to serve the south part of the Urbana campus. The contract terms a r e : ( a ) for design, plans, and specifications, a fee of 35^ per cent of construction costs based on an estimated total of $100,000, plus 3 per cent on that portion of construction costs in excess of $100,000; (b) for general direction of the work, a fee of 3]A per cent of actual cost if construction is undertaken; (c) in the event the services of an engineer for continuous inspection and supervision are desired, such services to be provided on the basis of net wages plus 15 per cent for overhead. The basic engineering has been completed and paid for from funds available during the 1951-1953 biennium, total payments being $7,100. Provision for the construction of the sewer was included in the appropriation for the Law Building, and funds are available, subject to release by the Governor. The Director of the Physical Plant and the Comptroller recommend that Wilson and Anderson be authorized to complete the contract for engineering services. I concur and recommend that the Comptroller be authorized to execute an addition to the present contract.

On motion of Mrs. Holt, the Comptroller was authorized to execute this change in the contract.

CONSTRUCTION OF RADIO TOWER AT ROBERT ALLERTON PARK (21) The University purchased a 550-foot steel radio tower with F M antenna, coaxial cables, and other operating parts for radio broadcasting, from Station W T M J , Milwaukee, Wisconsin, at a price of $25,000, and engaged the B D N Steel Erecting Company, Chicago, to dismantle, transport from Milwaukee to Robert Allerton Park, reconstruct the tower, and install the accessories at a price of $12,600. This Company failed to complete the job, and on January 21, 1953, the Board of Trustees declared it in default. On February 23, 1953, the Board accepted a settlement with the American Casualty Company, surety of the B D N Company's bond, for payment of $10,600 in satisfaction of the liability, this money to be used for the completion of the tower. There is also a balance of $3,380 in the original appropriation for this project. The Director of Purchases and the Comptroller recommend award of a contract for $24,015 to the Gardner Construction Company, Ft. Wayne, Indiana, the lowest bidder, for the completion of this work. This company has the necessary experience, a satisfactory financial rating, and has submitted insurance certificates and a satisfactory performance bond. The University will supply the necessary parts and also the supervisory engineering services. It is estimated that these expenses will amount to $6,000, making a total expense of approximately $30,000 for which $14,000 is already available. Hence an additional appropriation of $16,000 is requested. The Director of Broadcasting and the Comptroller recommend an additional appropriation of $16,000 from the General Reserve Fund for the completion of this work. I concur in these recommendations.

On motion of Mr. Johnston, this contract was awarded and an appropriation of $16,000 was made from the General Reserve Fund for the completion of this construction. This action was taken by the following vote: Aye, Mr. Bissell, Mr. Grange, Mr. Herrick, Mrs. Holt, Mr. Johnston, Mr. Livingston, Mr. Megran, Mr. Nickell, Mrs. Watkins; no, none; absent, Mr. Hickman, Mr. Stratton.
