On motion of Mr. Herrick, these contracts were awarded as recommended and an appropriation of $39,000 was made from the General Reserve Fund for this construction. This action was taken by the following vote: Aye, Mr. Bissell, Mr. Grange, Mr. Herrick, Mrs. Holt, Mr. Johnston, Mr. Livingston, Mr. Megran, Mr. Nickell, Mrs. Watkins; no, none; absent, Mr. Hickman, Mr. Stratton.

CONTRACTS FOR STREET AND GROUNDS IMPROVEMENTS IN MEN'S RESIDENCE HALLS AREA (17) The Director of the Physical Plant and the Comptroller recommend award of the following contracts for street and grounds improvements in the Men's Residence Halls area: Felmley-Dickerson Company, Urbana — construction of sewer, sidewalk, curb, pavement, bicycle racks, and dry wall work around a t e r r a c e . . . .$17 600 Ralph Synnestvedt and Associates, Glenview — landscaping, including development and planting of lawn and furnishing shrubs and t r e e s . . . . 10 750 Funds are available in the budget for the construction of the two additions to the Men's Residence Halls. I concur and recommend that the Comptroller and the Secretary of the Board be authorized to execute these contracts.

On motion of Mr. Grange, these contracts were awarded as recommended.

STANDING CONTRACT FOR PLASTERING WORK (18) On June 22, 1953, the Board of Trustees authorized a contract with E. G. Lindsey, Champaign, for maintenance plastering work during 1953-1954 on a cost-plus basis. Due to his death, it is necessary to award a new contract. New bids were taken, and the Director of the Physical Plant and the Comptroller recommend award of a contract to E. T. Drewitch, Urbana, the lowest bidder. The contract will provide for payments on the basis of cost plus 19 per cent with certain specified charges for labor and material. I concur and recommend that the Comptroller and the Secretary of the Board be authorized to execute this contract. O n m o t i o n of M r . Bissell, t h i s c o n t r a c t w a s a w a r d e d . CONTRACT FOR ENGINEERING SERVICES ON ADDITION TO POWER PLANT (19) The Director of the Physical Plant and the Comptroller recommend the employment of Sargent and Lundy, Consulting Engineers, Chicago, for the necessary engineering services on the addition of a turbine generator and appurtenances to the Abbott Power Plant. Funds were appropriated by the General Assembly for this addition, subject to release by the Governor. Terms of the proposed contract are: (a) Current Expense Charges. Engineering and drafting, at actual salary and wages plus 50 per cent. Stenographic and clerical services, traveling expenses, and miscellaneous expenses at actual cost. (b) Fixed Fee Charge. Two per cent of the mutually-agreed-upon estimate of the cost of the project to completion (exclusive of Sargent and Lundy's charges under ( a ) and ( b ) , above, and the University's engineering, supervisory and overhead costs) ; 10 per cent of this fee is to be paid when services are ordered; 80 per cent in equal monthly installments thereafter, the number of installments to be in accordance with the estimate of the number of months required to complete the project and 10 per cent on the completion of the project. (c) Resident Field Engineer. Services of a resident field engineer shall be on the basis of actual salary, plus IS per cent, plus traveling and field expenses, and shall be billed and paid monthly as incurred. These terms are the same as those specified in an agreement for previous engineering services on power plant construction and installations, dated July 28, 1949, except that the overhead charge for a resident field engineer has been increased from 10 to 15 per cent.
