The Associated Decorators, Inc. will take the proposed assignment based upon a total cost of $16,552 plus additional compensation of two cents per square foot for washing of such areas as are specified by the Physical Plant Department. The Director of the Physical Plant and the Comptroller recommend acceptance of the assignment of the painting contract from the Patrick Warren Construction Company and the execution of a contract with the Associated Decorators, Inc. for $16,552 plus two cents per square foot for washing as specified. Funds are available in the state appropriation for the construction of the addition to the Research and Educational Hospitals. I concur and recommend that the Comptroller and the Secretary of the Board be authorized to execute the necessary documents. O n m o t i o n of M r . BIENNIAL BUDGET FOR 1 9 5 3 - 1 9 5 5 (21) With respect to the University's budget requests for the biennium of 19531955, I recommend that a special committee be formed, consisting of the President of the Board of Trustees, the Chairman of the Committee on General Policy, and the President of the University to confer with the Governor and the officers and appropriate committees of the Sixty-eighth General Assembly of Illinois. THE BENJAMIN FRANKLIN MAGAZINE AWARDS F U N D (22) Two foundations, desiring to remain anonymous, have each given the University of Illinois $25,000 to establish a fund for a series of annual awards to magazines and magazine writers, which shall be designated and known as the "Benjamin Franklin Magazine Awards." In addition, the President of the two foundations has made a personal gift of $2,500 for the unavoidable expenses that will be incurred in launching this project, so that the total fund presently is $52,500. The University of Illinois and the University of Illinois Foundation will encourage and accept gifts from other sources to be added to the fund provided such contributions are made upon the same conditions as the original gift. An advisory board to aid the University in making these awards is being set up to include the President of the University of Illinois ex officio; the Dean of the Division of Communications of the University of Illinois ex officio; member of the Society of Magazine Writers, to be selected by the Society; two publishereditors to be selected for a three-year term; and a public representative to be selected for a three-year term. The idea of annual awards in the magazine field was initiated by the Society of Magazine Writers of New York City and the plan now proposed is the culmination of several years of cooperative effort by the Society and the University through Mr. Josef F. Wright. There will be eight annual awards, beginning in 1953, as follows: Award No. 1. For the most distinguished and meritorious public service during the year by an American magazine of general circulation — a gold medal and scroll to the editor. Award No. 2. For the most distinguished magazine writing involving original reporting in which serious obstacles had to be overcome — to the writer a scroll and the sum of $1,000. Award No. 3. For the best article, or series of articles, depicting life, culture, or institutions in the United States — to the writer a scroll and the sum of $500.
