CHARLES FLAGG WHITNEY, Assistant Professor of Radiology, College of Medicine, beginning January 12, 1953, at an annual salary of $5,000 (DY50). 7. WILLIAM WOODRUFF, Associate Professor of Economics, beginning September 1, 1953, at an annual salary of $7,000 ( D ) .

On motion of Mrs. Watkins, these appointments were confirmed.

CANCELLATION OF LEAVE OF ABSENCE FOR PROFESSOR P. GERALD KRUGER (3) Dr. P. Gerald Kruger, Research Professor of Physics, was granted sabbatical leave of absence for one-half year on full pay during 1952-1953, the period of the leave to be determined by the needs of the Department. It has not been feasible for the Department to release him and, therefore, I recommend that the leave be cancelled without prejudice.

On motion of Mrs. Watkins, this leave was cancelled without prejudice.

APPOINTMENT OF DEAN OF THE COLLEGE OF AGRICULTURE

(4) With the unanimous approval of the Executive Committee of the College of Agriculture, I recommend that Dr. Robert R Hudelson, who has been serving as Acting Dean and Acting Director since September 1, 1952, be appointed Dean of the College of Agriculture, Director of the Agricultural Experiment Station, Director of the Extension Service in Agriculture and H o m e Economics, and Professor of Agricultural Economics, effective March 1, 1953, and continuing to September 1, 1954, when he will retire from active service, and that his salary be increased to $16,000 a year on a Y basis.

On motion of Mrs. Watkins, this appointment was approved.

BOARD RECONVENED

During the discussion of the following item of business Mr. Nickell took his place with the Board, whereupon the Executive Committee adjourned and the Board reconvened.

BIENNIAL OPERATING BUDGET FOR 1 9 5 3 - 1 9 5 5 (5) The biennial operating budget for 1953-1955 proposes an increase of $3,850,000 in appropriations from state revenues to offset an impending decrease of a similar amount in receipts of the University Income Fund. One of the contributing items is the change in the G.I. Law, providing for payment of tuition only instead of "cost of instruction" as previously followed. This item represented a loss of $1,250,000 in the coming biennium. Since this budget was approved, a movement has developed, particularly among private institutions, to provide for payments directly to institutions, instead of to the veterans as at present, of amounts which would approximate the "cost of instruction" as previously allowed. I have indicated that the University of Illinois will support such a change, provided it is put on a "cost of instruction" basis and not merely on a tuition basis. T h e upward trend of enrollment during the current year also makes possible an increase of $250,000 in the estimated income from tuition of regular students during 1953-1955In view of these changes in the situation, I recommend that the sum requested from tax funds be reduced from $3,850,000 to $2,350,000 and that the estimated income from University sources in the University Income Fund be increased to $14,500,000. The total of the budget remains the same.
