In making this change it must be recognized that the realization of this $1,250,000 is problematical and uncertain. The appropriation of this amount in the Income Fund is contingent on actual receipts, and if those receipts do not materialize, expenditures can not be made. Hence, that amount of the University's budget must be held in abeyance as far as internal allotments are concerned until it is certain that the income will be realized. I recommend approval of this change. Another change in the Income Fund has been proposed by Senator Everett R. Peters, Chairman of the Illinois Budgetary Commission, who stands ready to introduce a bill to this effect as soon as it can be prepared. This change would mean the retention in the Treasury of the University of all the income from auxiliary enterprises and revolving activities. This would reduce by $7,700,000 the amount of the appropriation needed for the Income Fund for 1953-1955 and the total of the state budget for operations for that period. Such a change was proposed by the University and approved by the Board several years ago, but has not appeared to be possible until this time. It would be a desirable change.

On motion of Mrs. Watkins, this change in the biennial budget was approved by the following vote: Aye, Mr. Herrick, Mr. Hickman, Mr. Johnston, Mr. Livingston, Mr. Nickell, Mrs. Watkins; no, none; absent, Mr. Fornof, Mr. Grange, Mrs. Holt, Mr. Megran, Mr. Stratton.

SPECIAL APPROPRIATIONS FOR NONRECURRING EXPENDITURES (6) The Committee on Nonrecurring Appropriations recommends assignments of funds from the General Reserve as follows: Urbana-Champaign Campus 1. Department of Theoretical and Applied Mechanics, testing machine. .$ 6 450 2. Department of Astronomy, repair of observatory instruments 14 250 3. College of Agriculture, remodeling of quarters and equipment go 000 (Note: The funds will be assigned to nine departments of the College and for specific items of expenditure as itemized in the report of the Committee.) 4. Physical Plant Department Replacement of trucks and cars $11 450 Security fence for Abbott Power Plant area 4 200 15 650 Chicago Professional Colleges 5. Department of Pharmacology, improvement of lighting 1 000 6. Illustration Studio, rehabilitation of Miracle of Growth exhibit at the Museum of Science and Industry 3 000 (130 350) I concur. I have also authorized the following assignments: 7. Department of Physiology, operating expenses for the balance of the current year, 1952-1953 $ 6 900 8. School of Physical Education, operation of the Experimental Sports Fitness Summer Day School 3 800 9. Professor Arthur J. McNair of Cornell University, compensation for damage to automobile I 144 10. Office of Nonacademic Personnel, purchase of equipment 700 n . Physical Plant Department, acoustical treatment of Room 220 Library 2 700 "(15 244) Total $145 594 Assignments for Items 7 to 9, inclusive, have been made from the General Reserve Fund and Items 10 and 11 have been assigned from Nonrecurring Equipment and Remodeling Unassigned.
