the University may assign the scholarship for that county to the candidate in another county who ranked second in the competitive examination given in his county, provided he has a grade of at least 70 per cent. The law establishing County Scholarships does not prohibit the Board of Trustees of the University of Illinois from granting other scholarships, which authority it also has under other legislation. Under the original County Scholarship law, the county of Cook, which has one-half of the population of the state, receives only one scholarship annually, the same as the smallest county. In partial adjustment for this inequity, the Board of Trustees several years ago established sixteen scholarships, later increasing the number to sixty-six, in addition to the one scholarship authorized by law, to be awarded to high school graduates in Cook County who ranked second through sixty-seventh in the competitive examination held in that county. To implement the County Scholarship law the Board of Trustees has established regulations, among them being the following: 7. In case a candidate who stands highest in the examination in his county shall fail to satisfy the requirements of the University for admission to the freshman class, or shall fail to enter the University regularly in September thereafter, he shall forfeit his claim to a scholarship, and the vacancy may be filled as provided in Section 30-8 of the statute. The suggestion has been made that consideration be given to changes in the regulations governing awards of these County Scholarships so that winners in the competitive examination may defer enrolling in the University until the beginning of the second semester of the academic year next following the examination. This has particular reference to Cook County since many of the higli schools in that county graduate students in February. Elsewhere in the state there are high schools which graduate students in February but the number of such graduates is relatively small. Accordingly, it is recommended that the Board of Trustees establish additional scholarships for Februarj' graduates who take the regular county scholarship examinations in the preceding June and who either ( a ) rank first in any county outside of Cook County, or (b) rank among the top sixty-seven in Cook County. These candidates would be exempt from Rule 7, quoted above, but would be subject to all other regulations applying to County Scholarships and also to these provisions applying to the additional Cook County Scholarships established by the Board of Trustees: Such scholarship will be available to the holder for four years but may be suspended if the holder is placed on probation or cancelled if he is dropped from the University. The scholarship will exempt the holder from the payment of the tuition fee, as charged in the colleges and schools admitting students directly from high school. O n m o t i o n of M r s . ADMISSIONS TO T H E C O L L E G E O F MEDICINE (4) The Sixty-seventh General Assembly of Illinois adopted the following Senate Joint Resolution No. 25: WHEREAS, the College of Medicine of the University of Illinois occupies a position of unquestioned preeminence in its category, and its facilities are consequently in great demand; and _ WHEREAS, too many of the doctors graduated from this institution are devoting their talents to the needs of our urban population, while many rural sections suffer from an acute shortage of medical practitioners; and WHEREAS, it is desirable that some method be devised to rectify this situation; therefore be it Resolved, By the Senate of the Sixty-seventh General Assembly of the State of Illinois, the House of Representatives concurring herein, That the Board of Trustees of the University of Illinois be requested to amend the rules governing the College of Medicine in order to provide for the annual admittance of at least twenty students who will agree to practice in the rural areas of this State.
