COUNTY SCHOLARSHIPS (3) An Act of the General Assembly of Illinois passed in 1905 provides that there shall be awarded annually in each county of the state one scholarship which shall entitle the holder thereof to exemption from payment of tuition, matriculation, or incidental fees for a period of four years. T h e awards are based upon the results of an examination given on the first Saturday of June of each year by the county superintendents of schools according to rules prescribed by the University, and the candidate found to possess the highest qualifications in each county is entitled to receive a scholarship. No student who has had any training in advance of completion of a four-year high school course is eligible to take the examination. No student may receive a County Scholarship who does not pass the examination with an average of at least 70 per cent. If no return is made from a county or no applicant from a county achieves a grade of at least 70 per cent in the examination,
