1. The School of Journalism and Communications to be restored to independent status. 2. T h e Library School to be restored to independent status. (Since the Director of the Library is also Director of the Library School, this does not increase the number of officers reporting to the President.) 3. The Institute of Communications Research to be placed in the Graduate College. It is proposed that Dr. Schramm head the Institute as Director and Professor, at his present salary. 4. The University Press to be restored to independent status with the following provisions: ( a ) The general administrative direction will be placed in the Provost acting on behalf of the President. ( b ) Policy guidance on scholarly publications will be exercised by the University Press Board, of which the Dean of the Graduate College is ex officio Chairman. ( c ) Policy guidance on financial matters will be exercised by the Comptroller. 5. Broadcasting, including visual communications, to be placed under the School of Journalism and Communications, with policy determination by the University Broadcasting Committee, of which the Director of the School will become ex officio Chairman. 6. The Blueprinting and Photographic Laboratory to be placed under the general supervision of the Director of the Physical Plant Department where it formerly was administered. The net results will be to eliminate the Division of Communications as a separate administrative unit, thereby somewhat reducing administrative overhead and still permit its components to continue functioning satisfactorily. These changes have been reviewed with all interested parties, including the Provost, the Dean of the Graduate College, and the Executive Committee of the University Council. I recommend that these changes be approved as of July I, 1954.

On motion of Mr. Nickell, these recommendations were approved.

CONTRACTS FOR CONSTRUCTION OF THE LAW BUILDING (10) The Director of the Physical Plant and the Comptroller recommend award of contracts to the following lowest bidders for the construction of the new Law Building: General — E. N. DeAtley, Champaign $ 954 880 Electrical — Square Deal Electrical Contracting, Inc., Urbana 157 248 Plumbing — Reliable Plumbing and Heating Company, Champaign 59 870 Heating — Gallaher & Speck, Chicago 75 359 Ventilating— R. H. Bishop Company, Champaign 161 425 Elevators — Gallaher & Speck, Chicago 16 950

Alternate bids were taken on an additional bay twenty-four feet wide through the center of the library and office units of this building so that this additional construction could be included in the contracts if the total bids were within the available funds. The Building Committee of the College of Law was of the opinion that from the point of view of long-range planning it was advisable to provide for this additional space. The University Building Program Committee approved the alternate. Since the bids will permit this additional construction within available funds, it has been included in the contracts and the bids as listed. Funds are available in the state appropriation for construction of the Law Building, subject to release by the Governor, to cover these awards and leave an adequate margin for other expenditures necessary to complete the building. I concur and recommend that the Comptroller and the Secretary of the Board be authorized to execute these contracts.

On joint motion of Messrs. Herrick and Grange, these contracts were awarded, as recommended, and the Comptroller and Secretary of the Board were authorized to execute the same by the following' vote: Aye, Mr. Grange, Mr. Herrick, Mrs. Holt, Mr. Johnston, Mr. Livingston, Mr. Megran, Mr. Nickell, Mrs. Watkins; no, none; absent, Mr. Bissell, Mr. Hickman, Mr. Stratton.
