Sub-total, Chicago Undergraduate Division Unassigned (to be assigned by the Dean of the Undergraduate Division when enrollments require additional staff) $ 7 225 Total, Chicago Undergraduate Division $87 000 REORGANIZATION OF DIVISION OF COMMUNICATIONS (9) Dean Wilbur Schramm of the Division of Communications has asked to be relieved of his duties as Dean so that he may devote his time more fully to research and teaching. This Division was established on July I, 1950, to include the following University agencies: 1. University Press — supervisory 2. School of Journalism and Communications, as reorganized — supervisory 3. Broadcasting — supervisory 4. Institute of Communications, as reorganized (now Institute of Communications Research) — supervisory 5. Visual Communications, as reorganized — supervisory 6. Library School — supervisory 7. Athletic Association — supervisory in communications only 8. University of Illinois Foundation Illini Achievement Fund — supervisory 9. Alumni Association — supervisory 10. Public Information (now Public Relations)—supervisory 11. Robert Allerton P a r k — supervisory The stated purposes of this reorganization were "to increase the efficiency of the President's Office" and to provide "with respect to certain enterprises of great importance . . . the benefit of guidance and assistance from the office of a dean." In addition to his effective administrative services as Dean of the Division of Communications, Dean Schramm has been responsible for securing many large and important research contracts with both government agencies and foundations and in supervising the work on such contracts. In actual operation of the Division, however, the following changes have taken place: 1. By agreement of the President, the Dean of the Division, and the Director of Athletics, the relationship of the Dean to the Athletic Association was changed from supervisory to advisory. 2. The Division having fulfilled its assignment to develop Robert Allerton Park as a conference place and meeting center, Allerton House has been transferred to the Division of University Extension, and Robert Allerton P a r k to the College of Agriculture by recommendation of the Dean of the Division of University Extension. 3. During the current year, 1953-1954, with concurrence of Dean Schramm, direct contacts between the President's Office and the University of Illinois Foundation and the University of Illinois Alumni Association have been restored. 4. It has been found that direct and close liaison between the President and the Public Relations Office is a practical necessity, and on recommendation of Dean Schramm this was reestablished. 5. The Director of the Library School has requested that this School be restored to independent status. T h e Institute of Communications Research (which Dean Schramm headed as Director for some time) was established in 1947 and has done much notable w o r k and has attracted widespread attention. It needs to be strengthened and its organization improved. While the Division of Communications has served a useful purpose and Dean Schramm has given it excellent guidance, the foregoing developments, coupled with his desire to be relieved of the responsibilities of the deanship, have led to a full reconsideration of all phases of its functions and activities. The conclusion is that the Division as a separate administrative unit may be discontinued without impairing the efficiency of its present component parts. Accordingly, Dean Schramm and the heads of the agencies concerned in this proposed reorganization recommend the following changes:
