C O N T R A C T FOR P U R C H A S E O F COAL FOR URBANACHAMPAIGN DEPARTMENTS

(14) Bids on uniform specifications have been taken on the purchase of 41,000 tons of coal screenings for delivery to the Abbott Power Plant as required during the period September I, 1952, to May 31, 1953. Specifications call for delivery by railroad because the coal handling equipment at the plant is set up to transfer coal from cars to the stock pile. Truck deliveries require extra handling except for limited shipments, not to exceed one hundred tons a day, so scheduled that the coal can be transferred from the truck directly to the hopper. One bidder, the Oakwood Coal Company, Oakwood, Illinois, indicated that because of the location of its mine it can deliver 8,000 tons of coal by truck at a lower cost than by rail by scheduling deliveries to meet the conditions of minimum handling. It is desirable to have a supplemental source of supply during December, January, and February to assure delivery of coal when car shortages or other conditions may interfere with rail deliveries. The Director of Purchases, the Comptroller, and the Director of the Physical Plant Department recommend awards of contracts to the lowest bidders: ( a ) Republic Coal and Coke Company, Chicago, 33,000 tons Ij4-inch screenings at $3.85 per ton, f.o.b. mine, freight $1.1088, delivered price $4.9588 per ton, total estimated cost $163,640; and (b) Oakwood Coal Company, Oakwood, 8,000 tons to be
