delivered by truck according to specified schedule at $4.40 per ton delivered, total estimated cost $35,200. The lowest bids are determined by the number of British Thermal Units for one cent based on guaranteed analyses. A continuous check at the plant is provided to insure compliance with specifications. The prices quoted are based on the present wage scale and are subject to increase or decrease in the event that wage contracts now in effect are changed. Any such change will affect the prices to the extent that production costs are increased or decreased by the new contracts. The University has the right of approval of any such increase in prices. I concur and recommend that the Comptroller and the Secretary of the Board be authorized to execute the contracts, subject to their approval by the Governor as required by the state constitution.

On motion of Mr. Grange, these purchases were authorized as recommended.

CONTRACT FOR PURCHASE OF COAL FOR CHICAGO DEPARTMENTS

(15) Bids have been received on uniform specifications for the purchase of 15,000 tons of coal screenings to be delivered to the Medical Center Steam Company plant, operated by the University, as required during the period from August 1, 1952^ to June 30, 1953. The Business Manager of the Chicago Departments, the Director of the Physical Plant Department, and the Comptroller recommend award of a contract to the Silver Creek Coal Company, Chicago, the lowest bidder, for 1% inch screenings coal to be furnished from their mine at a cost of $4.25 f.o.b. mine, freight $.78, plus $.97 handling and delivery — total estimated cost $00,000. This price is based on the present wage scale and is subject to increase or decrease in the event that wage contracts now in effect are changed. Any such change will affect the price to the extent that production costs are increased or decreased by the new contracts. The University has the right of approval of any such increase in price. On motion of Mr. Herrick, this purchase was authorized as recommended.

CHANGE IN CONTRACT FOR PLUMBING A N D HEATING FOR CONSTRUCTION OF M E N S RESIDENCE HALLS (16) The Director of the Physical Plant and the Comptroller recommend an increase of $3,630.32 in the contract with the E. M. Hays Plumbing and Heating Company, Champaign, for the plumbing and heating installations in the construction of the second addition to the Men's Residence Halls. The contract authorized by the Board of Trustees on November 23, 1951, provides for steam service connections with the main lines. The specifications were based on the design of the steam lines for the first addition to the Men's Residence Halls. Subsequent study indicated a need for changing the specifications for the first addition, which the Board authorized on May 26, 1952. This will require changing the specifications for the steam connections between the main lines and the second addition and providing additional expansion fittings and piping. The estimate of the additional cost has been carefully checked by the Physical Plant Department and is considered a reasonable charge. Funds are available in the construction account for this building. I concur and recommend that the Comptroller be authorized to execute this contract change.

On motion of Mrs. Watkins, this increase in the contract was authorized.
