The city of Urbana has requested that the University assume the same responsibilities as any property owner under the statutes covering public improvements. These statutes permit the Board of Local Improvements to assess, if necessary, property owners an additional 10 per cent above the assessment a p proved by the court. Based on the above estimates, the University's maximum gross cost will be $172,204.59 or a net of $164,715.84 after allowing for the sale of the right of way. Funds are available in the state appropriation "For improvements to University grounds at Urbana-Champaign and of adjacent streets" made for the biennium 1951-1953. Inclusion of the storm sewer will reduce the amount which would otherwise have been available for payments to the city of Urbana for one block of Illinois Street and hence such payments will have to be from any funds made available in 1953-1955The Urbana City Council on April 21, 1952, reaffirmed the principle of vacating Illinois Street in the block between Goodwin and Mathews Avenues when an ordinance is presented. Closing of this block of Illinois Street will require relocation of an alley extending from Illinois Street to California Avenue which serves all property owners in that block, so that certain legal proceedings will be necessary before this can be completed and the ordinance passed. It is recommended that: 1. The Comptroller be authorized to make payments, not to exceed $164,715.84, covering the University's share of the actual costs of Goodwin Avenue improvement, including widening and repaving of the street, street lighting, construction of sewers, engineering and legal costs, and after receiving credit for the University's Goodwin Avenue frontage to be transferred to the city of Urbana. 2. The following resolution authorizing the sale of University land be adopted: Now, therefore, be it resolved that the Comptroller and the Secretary of the Board of Trustees of the University of Illinois, a public corporation, be and hereby are authorized to execute, acknowledge, and deliver, in the name of and on behalf of this corporation, such quit claim or warranty deeds or such other instruments of conveyance and such other documents or instruments in connection therewith as to them may seem necessary or desirable to convey to the city of Urbana, a municipal corporation of the state of Illinois, title to the following-described property: Beginning at the Southwest Corner of Lot One ( 1 ) of Block Five (5) of Urbana Railroad Company Addition to Urbana on the East line of Goodwin Avenue, thence South along said East line of Goodwin Avenue Forty (40) feet to the Northwest Corner of Lot One (1) of Block Six (6) of said Urbana Railroad Company Addition, thence East Ten (10) feet along the North line of said Lot One (1) of Block Six ( 6 ) , thence North Forty (40) feet parallel to the East line of Goodwin Avenue to the South line of Lot One (1) of Block Five ( 5 ) , thence West along the South line of said Lot One (1) of Block Five (5) to the point of beginning. The West Ten (10) feet of the North Twenty Five (25) feet of Lot One (1) of Block Six (6) of Urbana Railroad Company Addition to City of Urbana, Illinois. The West Ten (10) feet of the South One Hundred and Seven (107) feet of Lot One (1) of Block Six (6) of Urbana Railroad Company Addition to the City of Urbana, Illinois. The West Ten (10) feet of Lot Three ( 3 ) , of Lot Four ( 4 ) , of the North Seventy Four (74) feet and the South One Hundred and Thirty (130) feet of Lot Five ( 5 ) , respectively, all in the Wm. M. Goodwin Addition to the City of Urbana, Illinois.

On motion of Mrs. Watkins, these recommendations were approved and the resolution was adopted by the following vote: Aye, Mr. Fornof, Mr. Grange, Mr. Herrick, Mr. Hickman, Mr. Johnston, Mr. Livingston, Mr. Megran, Mr. Nickell, Mrs. Watkins; no, none; absent, Mrs. Holt, Mr. Stevenson.
