The Director of the Physical Plant Department and the Comptroller endorse this recommendation, and I concur.

On motion of Mr. Herrick, this appropriation was made by the following vote: Aye, Mr. Fornof, Mr. Grange, Mr. Herrick, Mr. Hickman, Mr. Johnston, Mr. Livingston, Mr. Megran, Mr. Nickell, Mrs. Watkins; no, none; absent, Mrs. Holt, Mr. Stevenson.

APPROPRIATIONS BY THE ATHLETIC ASSOCIATION ( n ) The Board of Directors of the Athletic Association has approved two special appropriations which are submitted to the Board of Trustees for confirmation: 1. An assignment not to exceed $5,500 for expenses of participants in the track meets held in Milwaukee, Wisconsin; Berkeley, California; and Los Angeles, California. (This appropriation supplements previous appropriations for track expenses which were not adequate for these trips.) 2. An assignment of approximately $4,400 for expenses of sending the University Band to Madison, Wisconsin, for the Illinois-Wisconsin football game on October 4, 1952.

On motion of Mr. Fornof, the action of the Board of Directors of the Athletic Association was confirmed.

GOODWIN AVENUE IMPROVEMENT (12) T h e Board of Trustees has authorized the participation of the University in the community plan for widening and repaving of Goodwin Avenue in Urbana. The authorization includes: 1. Payment of the University's share, approximately 57 per cent of the actual costs, or approximately $121,543, plus payment of the entire cost of a storm sewer, included at the request of the University. 2. Payment to the city of Urbana not to exceed $51,613 for one block of Illinois Street right of way (based on appraised value), a part of the area required for the Life Sciences Building. 3. Sale to the city of Urbana of University land on the east side of Goodwin Avenue between Springfield Avenue and Green Street on the basis of appraised value. This is needed for the widening of Goodwin Avenue. It has also been reported to the Board that the University will have to pay full cost of any additional storm and sanitary sewers requested to service future building construction. Engineering studies indicate the desirability of constructing a storm sewer from California Avenue to the Boneyard when Goodwin Avenue is improved because present and future University buildings will require additional drainage facilities. The city of Urbana was asked to include this storm sewer when taking bids on the Goodwin Avenue improvement. Plans and specifications have been completed and approved by the State Highway Department. Public hearings have been held and the assessment rolls have been approved by the County Court. The Urbana City Engineer has revised the estimated costs of the various phases of the project, and the University's share is now estimated as follows: Street widening and repaving (based on 56.79 per cent of estimated cost) $116 751 72 Street lighting (based on assessing all property fronting on Goodwin Avenue plus property on lateral streets to a depth of 200 feet, the cost varying with the depth) 8 160 36 Storm sewer (entire cost as it is solely for the benefit of the University) • 31 637 55 $156 549 63 Deduct allowance for sale of University land for use as right of w a y . . —7 488 75 Total .$149 060 88 Although the University will pay only its proportionate share of the actual costs, the construction contract, as required by the State Highway Department, is on a unit cost basis under which the final costs can not be determined until the completion of construction.
