The Director of the Physical Plant and the Comptroller recommend that Mr. Manthei be employed at the same fee to develop the mechanical drawings, specifications, and contractual documents for the electrical, plumbing, heating, and ventilating installations required for an addition to the Talbot Laboratory. I recommend that the Comptroller be authorized to execute an addition to the contract with E. C. Manthei covering this project.

On motion of Mr. Johnston, authority was given, as recommended.

A D D I T I O N T O VENTILATING CONTRACT FOR CONSTRUCTION O F ANIMAL SCIENCES LABORATORY

(20) The Director of the Physical Plant and the Comptroller recommend an increase of $5,741 in the contract with the Bloomer Heating and Ventilating Company, Chicago, for ventilating and air-conditioning installations in the construction of the Animal Sciences Laboratory for Special ventilation of twenty air changes per hour in three rooms $3 754 Changes in ventilation required by rearrangement of rooms and equipment on the fourth floor 1 987 $5 74i These room changes were made to increase utilization of space to be assigned to the Department of Dairy Science. The cost of this additional work has been checked by the architects, Naess and Murphy, and by the Physical Plant Department, who consider the charges reasonable. Funds are available in the state appropriation for the construction of this building. I concur and recommend that the Comptroller be authorized to execute this contract change.

On motion of Mr. Megran, authority was given, as recommended.

CONTRACTS FOR COMPRESSED AIR EQUIPMENT

(21) The Director of the Physical Plant and the Comptroller recommend award of a contract for $8,203 to the Pennsylvania Pump and Compressor Company, Easton, Pennsylvania, the lowest bidder, for an air compressor with accessories, $6,077, and electric motor and controls, $2,126, subject to an escalation of not to exceed 10 per cent of the price quoted on the motor. This compressor is needed for general services at the Abbott Power Plant. Funds are available in the state appropriation to the University for "Construction of Extensions to Utility Distribution Systems." I concur and recommend that the Comptroller and the Secretary of the Board be authorized to execute this contract.

On motion of Mrs. Watkins, this contract was authorized.

CONTRACT FOR P U R C H A S E OF COAL FOR URBANA-CHAMPAIGN DEPARTMENTS (22) Bids have been received on uniform specifications for the purchase of 41,000 tons of coal screenings to be delivered to the Abbott Power Plant as required during the period from September 1, 1951, to May 31, 1952. The Director of Purchases and the Comptroller recommend award of a contract to the Republic Coal and Coke Company, Chicago, the lowest bidder, for V/i in. screenings coal to be furnished from their mine at a cost of $3.85 f.o.b. mine, freight $.99, total $4.84; total estimated cost, $198,440. This price is based on the present wage scale and is subject to increase or decrease in the event that wage contracts now in effect are changed. Any such change will affect the price to the extent that production costs are increased or decreased by the new contracts. The University has the right of approval of any such increase in price. The lowest bid is determined by the number of British Thermal Units for one cent based on guaranteed analyses. A continuous check at the power plant is provided to insure compliance with specifications.
