pany alleges were inflicted by the University during the course of the construction of the Women's Residence Hall and the extension of the utilities distribution system at Urbana. Comptroller Morey commented further and concurred in Mr. Armstrong's statement.

On motion of Mr. Livingston, the President of the University was requested to submit to the Board of Trustees for their information a factual report on this matter.

AWARD OF CERTIFICATES OF CERTIFIED PUBLIC ACCOUNTANT

(3) The Committee on Accountancy recommends that the following persons be awarded the certificate of Certified Public Accountant on the basis of having satisfactorily passed a written examination under Section 4b of the Accountancy Act of 1943, given by the Special Board of Examiners on November 15, 1950:

BERNARD BLUM LEE ROY DEHLER IRVING FISCHEL KRAMER GEORGE C. MATTRAN DANIEL M. SIMON TIMOTHY JOSEPH SULLIVAN

I concur.

On motion of Mrs. Watkins, these certificates were awarded as recommended.1

APPOINTMENT OF CHAIRMAN OF DEPARTMENT OF PHILOSOPHY

(4) The Dean of the College of Liberal Arts and Sciences reports that the professorial members of the Department of Philosophy, now organized with a head, have unanimously voted to recommend a change in the organization of the Department to one with a chairman. The Dean recommends this change be made. The University Statutes provide for such changes in department organization. Professor M. T. McClure, now Head of the Department of Philosophy, will retire from active service on September I, 1951. To replace him, the Dean of the College recommends the appointment of Professor Dilman W. Gotshalk as Chairman of the Department for two years from September I, 1951, at a salary of $9,000. Professor Gotshalk is the unanimous choice of the other members of the Department of professorial rank. I concur.

On motion of Mr. McLaughlin, the change in departmental organization was approved and this appointment was made as recommended.

CANCELLATION OF SABBATICAL LEAVE OF ABSENCE FOR PROFESSOR THOMAS E. BENNER

(5) On November 24, 1950, the Board of Trustees granted Professor Thomas E. Benner of the College of Education a sabbatical leave of absence on one-half salary during the second semester of 1950-1951 to be used as an adjunct to a foreign mission he had been asked to undertake by the Department of State. The original plan was that he serve as the United States member of a team to be sent to Korea by the United Nations. Later, it was suggested that his services would be useful on a mission to Ecuador, to which he agreed. He is well qualified, professionally and by experience, to serve on either mission. Plans for utilization of his services have not materialized, and he has withdrawn his request for leave. I therefore recommend that his leave of absence be cancelled without prejudice to any future application.

On motion of Mr. Livingston, this leave was cancelled as recommended.

REQUIREMENTS FOR A MAJOR IN RHETORIC A N D COMPOSITION

(6) The University Senate recommends adoption of the following program of major and minor requirements for a major in rhetoric and composition in the
