gers of all the institutions involved have endorsed the proposal and submitted it to their governing boards, and both boards have approved the recommendation. The University has about 4,000 nonacademic employees, and the other institutions have about 500. As a tentative plan, it is proposed that there be created a University Civil Service System of Illinois governed by a Civil Service Commission consisting of representatives of the Board of Trustees of the University of Illinois appointed by that Board, and representatives of the governing boards of any other institutions included, appointed by those Boards. This Commission would assume all functions of the Board of Trustees of the University of Illinois under the present law relating to Civil Service matters, such as approve classifications and salary ranges, to give examinations, to certify those eligible for appointment, and to consider discharges, appeals, and other appropriate matters. It would make its rules and regulations and secure an appropriation to carry out its work. The Civil Service features of the present Office of Nonacademic Personnel at the University would be transferred to this body. Matters of employee welfare would continue to be an institutional responsibility. While such a new commission should have the unrestricted right to appoint its own staff, it is reasonable to suppose that Civil Service functions presently provided by the Office of Nonacademic Personnel at the University might be expanded through that office to provide services on a state-wide basis without actual duplication of staff. I recommend that this proposal be referred to the Committee on Civil Service and Employees.

On motion of Mrs. Watkins, this matter was referred to the Committee on Civil Service and Employees for consideration, and the Committee was requested to report its recommendation to the Board at the January, 1951 meeting. At this point, Mr. Nickell asked to be excused and withdrew from the meeting.
