until his death in 1938. He was an internationally known authority in his field (international law) and was one of the most distinguished professors the University has had. I have accepted this offer and have expressed to Mrs. Garner the deep appreciation of the Board of Trustees and other University officials. I request confirmation of my action and authorization to work out with her the details of this fellowship to be known as the "James Wilford Garner Fellowship in Political Science."

On motion of Mrs. Holt, the President's action was confirmed, and authority was given as requested.

EMPLOYMENT OF ARCHITECTS FOR THE LIFE SCIENCES BUILDING

(31) The Director of the Physical Plant recommends the employment of Holabird and Root and Burgee, Chicago, as architects for the Life Sciences Building upon the following terms: 1. A fee of 6 per cent of the cost of all construction work designed and supervised by them for complete architectural services, plus reimbursement for incidental costs such as travel. 2. For the present, expenditures for architectural' services shall not exceed $72,000, the amount available through a loan from the "General Services Administration of the Bureau of Community Facilities" for planning of buildings in advance of state appropriations; provided that when a state appropriation is available for this project the University may authorize complete services on the basis of the fee of 6 per cent. 3. The University retains the right of terminating the services of this firm prior to completion of plans and specifications, or of reducing the extent of their services, provided that if such action is deemed necessary an appropriate adjustment in the base fee will be made. I concur.

On motion of Mr. Livingston, the employment of Holabird and Root and Burgee as architects for the Life Sciences Building was approved as recomended.

CONSULTANT ON CAMPUS PLANNING A N D DEVELOPMENT

(32) On January 12, 1950 (Minutes, page 967), the Board of Trustees authorized the employment of the firm of Gregg and Briggs, Architects and Engineers, Chicago and Peoria, as consultant on campus planning and development. This employment was for the calendar year 1950 and included the services of Professor Cecil C. Briggs, partner in the firm, as half-time professor. I recommend that Gregg and Briggs be employed on its present basis for the period January 1 through June 30, 1951. This will enable the firm to complete various assignments and to assist in the development of new buildings and campus plans.

On motion of Mr. McLaughlin, the employment of the firm of Gregg and Briggs as consultant on campus planning and development was continued for the period January 1 through June 30, 1951, as recommended.

LEAVE OF ABSENCE FOR DEAN WILBUR SCHRAMM

(33) The Air Force has made an urgent request that Dean Wilbur Schramm be permitted to undertake immediately an assignment in Korea having to do with problems in psychological warfare. I have gone into this matter in detail with Dean Schramm and I believe the proposal is in the national interest. However, it is not possible to release any details. I recommend, therefore, that Dean Schramm be granted a leave of absence for a period of two months, approximately from December 1, 1950, to February 1, 1951, without salary. I recommend further that Professor Fredrick S. Siebert, Director of the School of Journalism and Communications and Professor of Journalism, be asked
