The Vice-President in Charge of the Chicago Professional Colleges recommends that the University of Illinois agree to reimburse University Hospital for the cost of the building changes required to make space available for this program. I concur.

On motion of Mrs. Holt, this recommendation was approved.

FEED STORAGE W A R E H O U S E

(27) The Director of the Physical Plant and the Comptroller recommend award of a contract for $10,747 to the Webster Manufacturing Company, Chicago, the lowest bidder, for the installation of conveyors at the Feed Storage Warehouse for the College of Agriculture and the Agricultural Experiment Station. Funds are available in the state appropriation for "Construction of agricultural structures and remodeling present agricultural buildings." I concur and request that the Comptroller and the Secretary of the Board be authorized to execute this contract.

On motion of Mr. Herrick, authority was given as recommended.

A D D I T I O N TO REFRIGERATION CONTRACT FOR CONSTRUCTION OF ANIMAL SCIENCES LABORATORY

(28) The Director of the Physical Plant and the Comptroller recommend an addition of $6,451 to the contract with L. C. Kohlman, Inc., Chicago, for refrigeration work in the construction'of the Animal Sciences Laboratory for: 1. Installation of two water chillers instead of one and duplicate water pumps for the refrigeration system which will be used continuously. (Plans and specifications for the contract provide for single water chillers and single chilled water pumps. In view of experiences with breakdowns in refrigeration systems in other buildings, it is considered advisable to provide two water chillers, each one-half the original capacity, and duplicate pumps. This will permit repairs and servicing of equipment without shutting down the refrigeration systems and interrupting experimental work.) 2. Increased refrigeration to maintain a temperature of 4 0 C. instead of 20° C. in the constant temperature room and refrigeration for a cooling and incubator room included in the revision of the fourth floor west wing. These changes are requested by the Department of Dairy Science. Funds are available in the state appropriation for "Construction of Animal Science Laboratory." I concur and recommend that the Comptroller be authorized to execute this contract change.

On motion of Mr. Nickell, authority was given as recommended.

REFUND O F THESIS DEPOSIT

(29) A candidate for the degree of Doctor of Philosophy is required to deposit $75 to assure later publication of his thesis. The money is refunded if the student publishes his thesis, or a suitable abstract thereof, and supplies the Graduate College with one hundred copies. The Board of Trustees has previously authorized waiving this deposit upon approval of the Dean of the Graduate College. The Executive Faculty of the Graduate College recommends that this requirement be amended to allow a refund upon submission of satisfactory evidence mat the thesis, or an abridged form thereof containing the essential parts, has been published in a standard, reputable journal. This in no way alters the general publication requirement, except with respect to the submission of reprints. I concur.

On motion of Mrs. Watkins, this recommendation was approved.

JAMES W I L F O R D GARNER FELLOWSHIP IN POLITICAL SCIENCE

(30) Mrs. James W. Garner of Jackson, Mississippi, desires to establish an endowment of a graduate fellowship in political science as a memorial to her late husband. Professor James W. Garner, former Head of the Department of Political Science, was a member of the faculty of the University of Illinois from 1004
