BIENNIAL OPERATING BUDGET 1 9 5 1 - 1 9 5 3 INSTITUTION FOR TUBERCULOSIS RESEARCH

(27) The sixty-sixth General Assembly approved for the biennium 1949-1951 an appropriation of $143,000 for the operation of the- Institution for Tuberculosis Research. This appropriation provided funds for research on tuberculosis vaccine. Funds were also included for the operation and maintenance of a new building. However, funds were not appropriated for the construction of the building and the operation and maintenance funds will be lapsed at the end of the biennium. The Institution has located satisfactory quarters in buildings belonging to Cook County so that it is necessary to request an appropriation for the biennium of igSi-JPSS for the professional staff only. The Vice-President in Charge of the Professional Colleges recommends that the University request an appropriation for the biennium of I95I-I953 of $75,206. This budget is based upon the current year's level of operation plus 5 per cent of the salaries and wages figures to provide for merit and other salary adjustments in line with the general University policy. I concur in this recommendation.

Vice-President Ivy made a statement in explanation of this budget. On motion of Mr. Livingston, this budget was approved for presentation to the State Department of Finance, the Illinois Budgetary Commission, and other state officials concerned.

BUDGET FOR DIVISION OF SERVICES FOR CRIPPLED C H I L D R E N

(28) The Vice-President in Charge of the Chicago Professional Colleges reported that the Committee on the Chicago Departments of the Board at a meeting on October 23, 1950, considered recommendations from the Director of the Division of Services for Crippled Children relating to the budget of the Division for the biennium of 1951-1953. It is recommended that a budget of $3,318,720 which provides for no change in policy or philosophy in operation of the Division be approved for presentation to the State Department of Finance. It is recommended that a supplementary budget of $1,718,700, providing for the cost of extending the services of the Division to Chicago on the same basis as such services are provided for children of Illinois residing outside of Chicago, which budget would represent a change in policy and philosophy in the operation of the Division, be approved only for presentation to the Department of Finance and the Illinois Budgetary Commission as information on the cost of such extension of services in case the Commission, the General Assembly, and the Governor decide that a change in policy is necessary. O n motion of Mr. Hickman, these budget estimates were approved for presentation to the State Department of Finance, the Illinois Budgetary Commission, and the other state officials concerned.

REPORT OF THE COMMITTEE ON THE CHICAGO DEPARTMENTS

On behalf of Doctor Meyer, Chairman, Mr. Livingston presented the following report of a meeting of the Committee held in Chicago on October 23, 1950,

The Committee considered the revised construction budget for the proposed Men's Residence Hall and Faculty Apartment Building at the Chicago Professional Colleges. The revised budget was prepared by the Physical Plant Department as a result of the analysis of the bids received October 10, 1959. The Committee decided after considering the construction budget of $4,027,000 to notify the Medical Center Commission of the total funds needed. The Committee also decided to request the Medical Center Commission to arrange a conference with representatives of the Equitable Life Assurance Society, the Medical Center Commission, and the University to discuss the possibility of a lower interest rate and a longer period of amortization of the loan.
