mum scholarship requirements) except those which he would fulfill by completing the courses for which he is registered at the time he withdraws from the University in order to enter into active service with the armed forces, may be recommended for his degree, provided he has completed the fifth week of that quarter and provided he has a standing in the courses for which he is then registered which, if maintained to the end of the quarter, would satisfy the requirements for his graduation. If withdrawal occurs before the completion of the fifth week of such quarter, the student may be recommended for his degree upon passing examinations covering the first half of the subject matter of the courses in which he is then registered. 2. A senior in good standing who at any time leaves the University to enter military service and does so enter within ten days, and who lacks no more than one-sixteenth of the total credit hours required for his degree, may at the discretion of his College and on approval of his major department, be recommended for such degree. But no student should be considered eligible for this privilege who has acquired hours under the five-weeks or the nine-weeks rule previously adopted by the University Senate. (a) By "a senior in good standing" is meant one whose progress during his University registrations has been satisfactory to the administrative officers of his College. Among grounds for dissatisfaction might be negligence in meeting requirements, or scholastic deficiencies. (b) "At any time" shall be interpreted to mean "during any quarter of residence or the interim between successive quarters." It is not intended that students who, after these rules become operative, stay out of college for any quarter, and who thus do not make continuous progress to their degrees, shall be eligible for the privilege extended in these rules. 77/. Graduate Students A graduate student who withdraws from the University at any time in order to enter into active service with the armed forces, or other service pertaining to the national defense as determined by the University Committee on Selective Service, shall be entitled to receive such credit for work theretofore done by him as the Professor in charge of his major work and the Dean of the Graduate College, in accordance with the recommendation of the instructor or instructors in charge of the work in which he is registered, deem proper, these officers being guided by policies comparable to those which apply to undergraduate students who withdraw from the University in order to enter into active service with the armed forces, or other service pertaining to the national defense.

On motion of Mr. Hickman, these regulations were approved.

RELEASE OF FUNDS FOR BUILDINGS A N D OTHER CAPITAL IMPROVEMENTS

(8) The Governor has approved the following releases of funds from appropriations made to the University of Illinois for 1949-1951 for buildings and other capital improvements. Release No. 41 "For Permanent Improvements at Urbana-Champaign — Construction of extensions to the Utility Distribution Systems" $19 000 This is a partial release from an appropriation of $375,000. The Governor has previously released (Releases Nos. 12, 37, and 39) $191,000 from this appropriation. The funds now released are for the modernization of the transformer vault in the Library. Release No. 42 "For Permanent Improvements at Urbana-Champaign—Additions to Power and Heating Plant and remodeling of existing buildings" 27 000 This is a partial release from an appropriation of $1,215,000. The Governor has previously released (Releases Nos. 6, 13, 14, 16, 23, 24, 30, and 36) $1,135,442 from this appropriation. The funds now released are for an intercommunication system in the Power Plant, painting of the Power Plant building addition, and to provide high-pressure gas service by the extension of a six-inch high-pressure gas main.
