A TRIBUTE TO J O H N H. ARMSTRONG

Mr. Johnston offered the following memorial which was adopted: The Board of Trustees of the University of Illinois records with deep sorrow the untimely death on June 6, 1952, of Judge John H. Armstrong, President of the University of Illinois Foundation. The state of Illinois, the University, and the community of Champaign-Urbana have lost a loyal, devoted citizen and a good friend. He had an abiding interest in the University since his early youth when he lived almost within the shadows of the University. He graduated from the University of Illinois with the degree of Bachelor of Arts in 1917 and with the degree of Doctor of Law in 1920. Following his graduation from the College of Law he was immediately admitted to the Illinois Bar and began the practice of law. From 1930-1933 he served as County Judge of Champaign County, Illinois, and from 1933-1939 as Judge of the Sixth Circuit of Illinois. During the years he was in private practice of law he also found time and devoted much of his energy to civic affairs. He served as a member of the University of Illinois Foundation since 1946, on its Board of Directors since 1948, and as President of the Foundation from 1950 until his passing. In recent years he also was a special legal counsel for the University in important negotiations in which his expert talent and diligent work were invaluable. The Board of Trustees directs that this memorial be spread upon the minutes of today's meeting and that copies be sent to the members of Judge Armstrong's family. E X E C U T I V E SESSION At this point the Board went into Executive Session to consider the following matter presented by the President of the University.

APPOINTMENT O F DIRECTOR O F INSTITUTE O F LABOR A N D INDUSTRIAL RELATIONS

(27) For several months an ad hoc search committee has been interviewing and studying the qualifications of candidates for the position of Director of the Institute of Labor and Industrial Relations to fill the vacancy created by the resignation of Professor W. Ellison Chalmers as Director. The President reported on conferences which have recently taken place with Mr. Robben W. Fleming, Director of the Industrial Relations Center at the University of Wisconsin, whom the committee has recommended for this position. It was not feasible to include a formal recommendation for his appointment in the agenda sent to the Trustees in advance of today's meeting. On motion of Mr. Fornof, the Executive Committee was authorized to act for the Board on this appointment. LEASE OF SPACE IN ARCADE BUILDING Mr. Megran, for the Committees on Buildings and Grounds and General Policy, reported that the joint committee has been giving careful consideration to the request of the Katsinas interests for the renewal of the lease of space in the Arcade Building in which they have been operating a restaurant, but that the committee is not prepared to make a recommendation at this time.
