APPOINTMENT O F HEAD OF T H E DEPARTMENT O F PHYSICAL MEDICINE A N D REHABILITATION

(28) The Dean of the College of Medicine and the Vice-President in charge of the Chicago Professional Colleges recommend the appointment of Dr. Frances A. Hellebrandt of the Medical College of Virginia as Professor of Physical Medicine and Head of the Department of Physical Medicine and Rehabilitation in the College of Medicine and Chief of Physical Medicine and Rehabilitation for the Research and Educational Hospitals on indefinite tenure beginning December 1, 1951, and at an annual salary of $10,000 per year (AY basis). This appointment is to replace Dr. H. W. Kendell who has resigned to become Head of the Rehabilitation Service in Peoria. I concur.

On motion of Mr. Grange, this appointment was approved.

GIFT O F MR. AND MRS. MERLE J . TREES

(29) Mr. and Mrs. Merle J. Trees have requested that the gift of the painting by Ruisdael accepted by the Board of Trustees on January 23, 1951, be cancelled. It is their intention to include this painting among other gifts to be offered at a future time.

On motion of Mr. Fornof, the action of the Board of Trustees at its meeting on January 23, 1951, minutes page 529, was reconsidered and the acceptance of a painting "Wooded Landscape With Water" by Ruisdael, appraised value $11,000, was cancelled. This concluded the consideration of business presented by the President of the University.

COOPERATION W I T H UNIVERSITY CIVIL SERVICE SYSTEM

Mr. Grange, Chairman of the Committee on Nonacademic Personnel, presented the following:

The Sixty-seventh General Assembly of Illinois enacted (House Bill 831, approved July 11, 1951) "The University Civil Service Systemof Illinois," to replace the existing University of Illinois Civil Service and to include also the other state-supported institutions of higher education, the University Retirement System of Illinois, the Teachers College Board and the new System itself. It will cover all nonacademic employees in these several institutions and agencies. The Act takes effect January 1, 1952. The System is to be administered by the "University Civil Service Merit Board," made up of three members of the Board of Trustees, one of the Teachers College Board, and one of the Southern Illinois University Board, all elected by their respective Boards. The Merit Board does not have a specific appropriation for the current biennium. This was not feasible because the Board was not established until the new Act was approved, which was after the General Assembly had adjourned. The several institutions concerned have agreed that they will all contribute to a budget for the Merit Board for the current biennium in approximate proportion to services provided them. The University has about 00 per cent of the employees involved. Hence, its contribution will be the largest (approximately 60 per cent) and is provided for in the current year's budget of the Office of Nonacademic Personnel. The members of the Merit Board have now all been appointed, and the Board plans to organize in the near future. All matters concerning the operation of the new System are in the hands of the Merit Board. It would be entirely logical and practical, and of material advantage to the University of Illinois, to have the office of the System located at Urbana-Champaign. It would also be feasible, if the Merit Board so desires, that the University's Director of Nonacademic Personnel serve as Director of the System. In view of the advantages to the University of _such arrangements, the University might well provide space for the offices of the System rent free and pay the salary of the Director, if the Director of Nonacademic Personnel of
