staffs of the allied surveys or laboratories, and students taking not more than one unit of graduate work or five hours of undergraduate work in a semester, or onehalf unit of graduate work or three hours of undergraduate work in the eightweek summer session, pay each semester, as insurance for hospital and medical service, a fee of $5.00. A student who presents evidence of participation, in any other group insurance system providing the same benefits as those covered by the University fee, may petition through the Office of the Dean of Students for a refund of this fee. Members of the staff and their spouses may participate on a similar basis and family participation (staff member, spouse, and children over three months and under ten years of age) is at the rate of $22.50 a year. The excess of collections over the cost of insurance is applied to administrative and contingent costs of operation of the plan.

On motion of Mr. Williamson, these recommendations were adopted.

EMPLOYERS' LIABILITY INSURANCE (23) Renewal is proposed of employers' liability and voluntary workmen's compensation insurance, including occupational disease coverage and schedule general liability and property damage insurance, with limits of $50/100,000, effective August 7, 1948, for one year, to cover the operations necessary to perform the research work stipulated under numerous tasks of the Naval Research Contract. Requests for quotations were sent to fifty-six stock and seven mutual company agents. Only one bid was received, the Liberty Mutual Insurance Company, which insured this risk for the past two policy years, and quoted rates identical to those of last year. This company meets our rating requirements. Rate per Type of Insurance $100 payroll Employers' liability and voluntary workmen's compensation, including occupational disease $ .368 Schedule general liability and property damage 09 The Director of Purchases and the Comptroller recommend that the order be placed with the Liberty Mutual Insurance Company of Chicago at an estimated gross cost of $2,000 chargeable to contract funds. I recommend approval.

On motion of Mr. Williamson, this contract was placed as recommended.

PURCHASES (24) The Director of Purchases has proposed and the Comptroller recommends the following purchases. Unless otherwise specified, the purchase in each case is recommended on the basis of lowest bid, or because the item is noncompetitive, or to obtain earliest delivery (see Appendix, schedule A, page 129). The President of the University has authorized emergency purchases as shown in schedule B (see Appendix, page 131).

On motion of Dr. Meyer, purchases were authorized as recommended, and the action of the President of the University in authorizing emergency purchases was approved and confirmed.
