PETITION FROM CHAMPA1GN-URBANA BUSINESSMEN CONCERNING* ILLINI U N I O N COFFEE HOUSE (28) T h e President's Office has received a petition addressed to " T h e Presidentand Board of Trustees of the University of Illinois," undated, signed by seventyfive businessmen and women and employees of commercial establishments in Champaign-Urbana, concerning the Illini Union Coffee House. The Coffee House is on the south campus in a temporary building, formerly a mess hall at Camp Grant, which was secured from the Federal Works Agency to increase food service facilities for students and staff. I t has been in service, except during the summer of 1948, since the beginning of the first semester of 1947-1948, and is operated as a branch facility of the Illini Union Building. Iri addition to serving during regular meal hours, the Illini Union Coffee House h a s offered a soda fountain service between meal hours and in the evenings. The : local businessmen allege that this is unfair competition with commercial establishments and ask that the Board of Trustees "take such steps as may be necessary to discontinue and eliminate the above mentioned unfair practices."

ANSWER TO THE PETITION

1. T h e Coffee House is not financed from State appropriations. T h e cost of moving the building to the campus and erecting it was financed by a Federal agency. Funds for the purchase and installation of equipment, as well as inventories, have been advanced by the Illini Union from accumulated reserves for maintenance, furniture and equipment, repairs and replacements. These funds must be repaid to the Union, and the present plan calls for the liquidation of this advance over the next five years. 2. A recent survey of the customers in the Coffee House indicated that a p proximately 90 per cent of the students using the Coffee House live south of Green Street and west of Wright Street, and the majority live in the temporary houses on the Drill Field. A s long as the temporary housing facilities for single students are continued, it will be desirable to continue the operation of the Coffee
