manship and the Military Department declared it not satisfactory. Samples from the other bidders were then obtained for comparison. The sample from the Associated Military Stores, Chicago, is without question superior to either of the others and the Commandant requests that this uniform be purchased. The Associated Military Stores has submitted a revised bid, having changed the cap to an unremovable cover as quoted by the others, the reduction being $1.90. Their price on the insignia is considerably lower than Reed's. The Associated Military Stores bid is now $71.65 as compared to $71.45 by Reed's. The United States Army allows to the University commutation in the amount of $94.77 for each student for the purpose of purchasing a uniform which becomes the property of the student when he completes the course. The balance above the cost of this uniform will be used to buy shoes and accessories. It is proposed to provide the student with a high quality uniform which he can use as a reserve officer or in the regular army. The Director of Purchases, the Commandant, and the Comptroller now recommend that the order be placed with the Associated Military Stores at their price of $71.65 because of their ability to furnish a superior quality uniform. They have supplied our R.O.T.C. uniforms for several years and provided excellent quality and service. I concur in this recommendation.

On motion of General Davis, this recommendation was approved.

INSURANCE ON HOSPITAL AND MEDICAL SERVICE PLAN (22) The Board on July 21, 1948 (Minutes, page 10), referred to the Finance Committee for consideration and report to the Board the question of insurance on the hospital and medical service plan for students in the Urbana-Champaign, Chicago Undergraduate, and Galesburg Undergraduate divisions for 1048-1949. The Finance Committee recommends that insurance in a commercial company be continued for the coming year and that the benefits be as follows: (1) Hospital allowance of $5.00 a day of hospitalization, not to exceed twenty-eight days in a semester (compared with $4.50 a day in 1947-1948). (2) An allowance up to $22.50 a semester for miscellaneous hospital services, including laboratory, anaesthetic, operating room, medicines, etc. (the same as at present). (3) Medical service of $3.00 a day for not more than two-thirds of the number of days the individual is hospitalized, not exceeding twenty-eight days a semester, not payable if a surgical benefit is payable (the same as at present). (4) Allowance for surgical services based on an itemized schedule with a maximum of $225. (The schedule is approximately 23 per cent less than the schedule of 1947-1948. The company receiving the insurance last year allowed a schedule in excess of customary amounts and difficulties have resulted from such a liberal provision.) In accordance with the recommendation of the Finance Committee, invitations to bid on this insurance for the University of Illinois beginning September 10, 1948, were submitted to sixty-seven companies and advertised in the press. Prospective bidders were requested to quote only premium rates on either or both a retention and nonretention plan basis for the provision of stated benefits as outlined in the bid form, which benefits were considered by the University, based on its past experience and anticipated needs, as being desirable and adequate to meet the average requirements of the students. The benefits are available to University faculty, employees, and their dependents upon application. Alternate bids were not allowed. The Director of Purchases, the Dean of Men, and the Comptroller recommend that the order be placed with the Central Underwriters Agency, Inc., Chicago, representing the Central Life Insurance Company of Illinois, the lowest bidder, at a total estimated yearly premium of $240,295 based on their bid of $4.25 for students and other individuals and $6.72 for family dependents based on nineteen-week semesters, such rates being the result of weekly rates of 22.4 cents an individual and 35.4 cents a family on a nonretention plan basis.
