On motion of Mr. Williamson, the execution of this lease was authorized as recommended.

ADDITION TO CONTRACT FOR ABBOTT POWER PLANT ADDITION (18) A permanent platform at the Abbott Power Plant in Urbana to facilitate cleaning of tubes in the economizers and high-pressure heaters is needed as cleaning must be done three to five times a year. A permanent platform will eliminate the labor of erecting scaffolding each time the work is done and will reduce risk to the workers. The University does not have structural iron workers required for the erection of the material, and the only structural iron workers in the community are employed by local contractors. The Director of the Physical Plant Department and the Comptroller recommend, therefore, that this work be done by KuhneSimmons Company, Inc., as an addition to their contract for the superstructure of the Power Plant additions. The platform will cost $1,373. Funds are available in the budget for this. I concur and request that the Comptroller and the Secretary of the Board be authorized to execute the above addition to this contract.

On motion of Mr. McKelvey, authority was given as requested.

ADDITIONS TO CONTRACTS FOR STEAM DISTRIBUTION SYSTEM AT URBANA (.19) The Director of the Physical Plant Department and the Comptroller recommend the following additions to contracts for the construction of the steam distribution tunnel at Urbana to provide for furnishing and installing of insulation, pipe valves, and fittings necessary to join the steam service to the student and staff apartments: W. A. Pope Company, Chicago, contractors for piping installation $9 4 J 4 Asbestos and Magnesia Materials Company, Chicago, contractor for insulation 2 005 The original contracts for this work were awarded by the Board of Trustees on January 25, 1947 (Minutes, page 228), but this part of the work was not included as the plans for the student and staff apartment building had not been completed. Funds are available in the State appropriation for the "Construction for the enlargement and extension of the existing utilities distribution system."

On motion of Mr. Livingston, these additions to contracts were authorized.

ADDITION TO CONTRACT FOR GENERAL WORK ON W O M E N ' S RESIDENCE HALLS (20) The Director of the Physical Plant Department and the Comptroller recommend an increase of $2,479.12 in the contract with the Warner Construction Company for the general work on the Women's Residence Halls, Urbana. This increase is to provide for the furnishing and installing of wooden stools or bases under the radiators and other work in connection therewith. Funds are available in the special State appropriation for this project. I concur and request that the Comptroller and the Secretary of the Board be authorized to execute the above addition to this contract.

On motion of Dr. Meyer, this addition to contract was authorized.

PURCHASE OF ADVANCED R.O.T.C. UNIFORMS (21) At the July 22, 1948, meeting, the Board of Trustees approved a recommendation that an order for 200 military uniforms for advanced course students in R.O.T.C. be placed with Jacob Reed's Sons, Philadelphia, Pennsylvania, who submitted the lowest bid. These bids were based on our specifications, which included the materials and the Army regulations for style. Before placing an order a sample uniform was requested. When the sample was received it was found to be inferior in work-
