T h e State appropriations made to the University for the construction of buildings and other capital improvements for 1949-1051 include $1,275,000 for "Additions to Power and Heating Plant and Remodeling of Existing Buildings" and $375,000 for "Construction of Extensions to the Utilities Distribution System" at Urbana. The Director of the Physical Plant Department and the Comptroller recommend the employment of Sargent and Lundy of Chicago, for engineering services on the installation of the 3,000 kw. generator and auxiliary equipment and on the Utilities Distribution System on the following basis: compensation for services will consist of current expense charges plus a fixed fee. The current expenses charge will be the engineering drafting at actual salaries plus 50 per cent for overhead, resident field engineers at actual salaries plus 10 per cent for overhead, clerical, travel, and miscellaneous expenses at actual cost. The fixed fee charge will be 2 per cent of the estimate mutually agreed upon by Sargent and Lundy and the University of the cost of the generator and auxiliary equipment, and 2 per cent of the actual cost (excluding Sargent and Lundy's charges and University engineering, supervisory, and overhead costs) of the extension of the distribution system. T h e fixed fee charge will be billed and paid in installments of 10 per cent when the services are ordered, 80 per cent in equal monthly installments based on the number of months it takes to complete the project, and 10 per cent when the project has been completed. It is estimated that the cost of engineering services under such an arrangement will total $108,000. Funds are available in State appropriations for these projects. I concur and request that the Comptroller and the Secretary of the Board be authorized to execute this contract. O n m o t i o n of D r . ADDITION TO ELECTRICAL CONTRACT FOR MECHANICAL ENGINEERING BUILDING (15) The Director of the Physical Plant Department and the Comptroller recommend an increase of $5,209 in the contract with the Square Deal Electric Company for the electrical work in the construction of the Mechanical Engineering Building. This increase is to provide for additional wiring in seven rooms which will be used for the Internal Combustion Engine Laboratory and in the Equipment Construction Shop. Wiring for these rooms was not included in the original contract because the exact type of equipment to be installed in these rooms was not known and consequently the power requirements could not be specified. Funds are available in the State appropriation for the construction of the Mechanical Engineering Building. I concur and recommend that the Comptroller be authorized to execute this addition to the contract. O n m o t i o n of M r . ADDITION TO CONTRACT WITH ALLIS-CHALMERS MANUFACTURING COMPANY FOR SUPERVISION OF ASSEMBLY A N D ERECTION OF BETATRON (16) T h e University has a contract with the Allis-Chalmers Manufacturing Company, Milwaukee, Wisconsin, for engineering services in supervising the assembly and erection of the Betatron. The Company provides expert supervisory personnel and is authorized to purchase necessary miscellaneous materials and tools, and to hire labor during the assembling of the Betatron. The contract is limited to an expenditure of $25,000. The Board has also authorized a subcontract negotiated by Allis-Chalmers with the Pennoyer Merchants Transfer Company, Milwaukee, Wisconsin, for the actual rigging required for the Betatron. Professors D. W. Kerst and F. W. Loomis and the Comptroller recommend that the Board authorize an increase of $10,000 in the Allis-Chalmers contract to provide for additional materials and services to be supplied by that Company in connection with the construction of a large bias reactor at the New York Naval Shipyard.
