While this conflicts with the patentable provisions in the University of Illinois Statutes, the purpose in each case is the same — protection of the public. In the opinion of counsel for United States Department of Agriculture this provision is required by law. T h e Director of the Agricultural Experiment Station and the Chairman of the University Research Board recommend that the Board of Trustees waive the University's patent provisions in this particular case. I concur.

On motion of Dr. Meyer, this provision was waived in this instance as recommended.

CONTRACTS FOR WATER AND GAS SERVICE EXTENSIONS TO SMALL HOMES COUNCIL STAFF HOUSING RESEARCH PROJECT AREA (12) The Director of the Physical Plant Department and the Comptroller recommend authorization of the following agreements for utilities installations in the Small Homes Council Staff Housing Research Project area at Race Street and Florida Avenue: Illinois Water Service Company, installation of water service and fire hydrants at a cost of $5 918 36 Illinois Power Company, extension of gas service to the houses: main extension, $1,243; excess service pipe, $2,392 3 635 00 T h e Legal Counsel has reported his opinion and recommendation that these streets be not dedicated to the city of Urbana. The cost of the gas main extension, $1,243, is payable on signing of the agreement. This is refundable over a ten-year period if the gross revenue received by the company from gas service by the extension exceeds the estimated gross revenue on which free extensions are determined. Funds are available in the appropriation for this project to pay for these installations. I concur and recommend that the Comptroller and the Secretary of the Board be authorized to execute these contracts.

On motion of Mrs. Holt, these installations were authorized and authority given as recommended.

DEDICATION OF STREETS IN STAFF HOUSING RESEARCH PROJECT (13) At the Board meeting on May 21, 1949, in connection with the award of contracts for the above project, a question of the dedication of streets in the housing area was deferred for further report and consideration by the Board. The matter has been reviewed by the Legal Counsel, the Director of the Physical Plant Department, and the Comptroller. The Legal Counsel has submitted comments on the situation (copy attached) in which he recommends against such dedication. The Director of the Physical Plant Department and the Comptroller concur in that recommendation. I concur and recommend that the streets in this area not be dedicated to the city. O n m o t i o n of M r . L i v i n g s t o n , t h i s r e c o m m e n d a t i o n w a s c o n c u r r e d in. CONTRACT WITH SARGENT AND LUNDY FOR ENGINEERING SERVICES ON POWER PLANT EQUIPMENT (14) On June 15, 1948 (Minutes, page 1159), the Board of Trustees authorized a plan for the installation of a 7,500 kw. generator in the Abbott Power Plant at Urbana contingent on the availability of sufficient funds in the State appropriation for buildings and permanent improvements for 1949-1951. The new generator was to increase power capacity to service the new buildings included in the original construction program for this biennium. Sufficient funds were not included in the State appropriations for 1949-1951 for the installation of a generator of this size. Moreover, not all of the buildings included in the original program will be constructed during 1949-1951, so that a smaller generator will suffice. On May 21, 1949 (Minutes, page 361), the Board of Trustees approved a revised plan for the installation o£ a new 3,000 kw. generator and auxiliary equipment.
