There is a desire on the part of the students to add football to the list of activities, and general agreement on the part of the University officials concerned that the athletic program at Navy Pier should be expanded in cooperation with the Athletic Association. This will require increasing the fee from $4 to $6 a semester. The question of raising the fee was submitted to the students and they voted overwhelmingly in favor of it. The faculty Committee on Fees and Scholarships recommends approval of this increase. I concur.

On motion of Mr. Nickell, this increase in fees was authorized.

CONTRACTS FOR CONSTRUCTION OF ANIMAL SCIENCES LABORATORY (11) Funds are available in the State appropriation to the University for 1949-1951 for "Construction of Animal. Science Building." Bids were received on April 6, 1950, for the construction of this building. It is recommended by the Director of the Physical Plant Department, the Comptroller, and Naess and Murphy, architects for this building, that contracts be awarded to the lowest bidders as follows: General contract — Sumner S. Sollitt and Company, Chicago $1 064 240 Plumbing contract — Bellis and Miller, Inc., Champaign 171 878 Heating contract — Gallaher and Speck, Inc., Chicago 221 810 Ventilation and air conditioning contract — Bloomer Heating and Ventilating Company, Chicago 75 855 Refrigeration contract — L. C. Kohlman, Inc., Chicago 80 709 Electrical contract — Square Deal Electric Company, LaPorte, Indiana. 101 880 Elevators — Elevator Manufacturing Company of America, C h i c a g o . . . . 19 000 Laboratory equipment — Metalab Equipment Corporation, Brooklyn, New York 200 139 Total Recommended Contract Awards $1 935 5H The recommendations for awards of heating, ventilating and air conditioning, and refrigeration contracts are based on the acceptance of the Johnson Service Company, Chicago, as the subcontractor to furnish temperature controls since theirs is the lowest quotation on this phase of the work and the Company is acceptable to the University. I submit a complete schedule of all bids received showing the base bids, alternates, and a budget for this building. 1 recommend that these contracts be awarded subject to the release of funds by the Governor, and that the Comptroller and the Secretary of the Board be authorized to execute the contracts.

On motion of Mr. McLaughlin, these contracts were awarded and authority was given as recommended.

CONTRACT FOR BOILER REPAIRS IN ABBOTT POWER PLANT (12) Routine inspection of the boilers at the Abbott Power Plant revealed that there was evidence of impending failure by rupture of lower sidewall water headers. This inspection was supplemented by inspections by the Chief Mechanical Engineer of Sargent and Lundy, Consulting Engineers, Chicago; an inspector from the Lumbermen's Mutual Casualty Company, underwriters of University boiler insurance; and Prof essor H . L. Walker, Head of the Department of Mining and Metallurgical Engineering. All agree on a program of temporary repairs, with permanent repairs by the replacement of the headers during the summer of 1950, to insure safe operating conditions for the 1950-1951 heating season. The Lumbermen's Mutual Casualty Company requires that the replacement of headers be carried out within six months. The boilers have been in operation since 1940 and have been given daily maintenance service with a thorough annual inspection and overhaul. There has been no previous indication of failure. Sargent and Lundy and the Director of the Physical Plant recommend that
