GRADUATION REQUIREMENTS FOR SENIORS CALLED INTO T H E SERVICE OF T H E ARMED FORCES (6) On June 19, 1943 (Minutes, page 388), the Board of Trustees authorized special provisions, recommended by the University Senate, for the granting of credit and permitting the graduation of seniors in good standing who withdrew for military service before the completion of their University work. This was a war-time measure and is still in operation, but the emergency under which these provisions were adopted no longer exists. The University Senate recommends that they be rescinded as of February 1, 1948. I concur. O n m o t i o n of M r . W i l l i a m s o n , t h e s e p r o v i s i o n s w e r e r e s c i n d e d a s recommended. POLICY AND PROCEDURE GOVERNING ADMISSION TO RESEARCH AND EDUCATIONAL HOSPITALS IN CHICAGO (7) On May 27, 1947, the Board adopted the following general policy with respect to charges for services in the Research and Educational Hospitals: "That patients admitted to the Research and Educational Hospitals may be required to pay an established per diem cost of hospital care and other services, excepting doctors' services, or such proportions thereof as may be properly charged according to a liberal interpretation of their ability to pay, such ability to include coverage of hospital prepayment insurance, similar plans, or other resources; provided, however, that no restriction be placed on the admission of patients without charge when such admission is otherwise indicated." In line with that general statement studies have been carried out to determine an appropriate schedule of charges and suitable procedures for their administration. T h e Vice-President in charge of the Chicago Professional Colleges, on recommendation of the Hospital Administrator, the Executive Committee, and the Dean of the College of Medicine, has submitted with his endorsement a statement of policy and procedure governing admission of patients with a complete schedule of proposed charges (see Appendix, page 1031). These proposals have been reviewed by the Provost and the Comptroller who also recommend their approval. I recommend adoption of this statement and schedule of charges, effective March 1, 1948, and replacing all procedures and charges previously approved. O n m o t i o n of M r s . H o l t , t h e s e r e c o m m e n d a t i o n s w e r e a p p r o v e d and adopted. MASTER OF ARTS DEGREE IN LABOR AND INDUSTRIAL RELATIONS (8) T h e University Senate recommends authorization of a curriculum to be set up as follows leading to the degree of Master of Arts in Labor and Industrial Relations: A. A candidate must meet the general requirements for admission to the Institute of Labor and Industrial Relations which include 21 hours in the social sciences including one semester course in statistics and 9 hours in Economics, of which at least one semester course is to be in labor problems. B. Eight units of graduate work will be required for the master's degree and will include: 1. One (or two) units in a professional seminar. 2. Two units in a thesis. 3. Five (or four) units in the fields of Human Relations in Industry, Labor Economics, Labor Union Organization and Administration, Personnel Management. I concur. O n m o t i o n of M r . FOREIGN PATENTS ON DISCOVERIES RESULTING FROM RESEARCH WORK FOR UNITED STATES NAVY (9) The University of Illinois has a basic contract with the Office of Naval Research of the United States Navy covering research work on Navy problems
