shall serve for five years. The tenure of University members shall be designated by the Board of Trustees of the University. T h e Sanitarium members shall serve during their tenure as directors on the Board of Directors of the Sanitarium. The terms of the University members and elected member shall commence July 1 of the year of appointment. Vacancies of University members and the elected member shall be filled for the balance of the unexpired term. All members shall serve until their successors are appointed. Members shall serve without compensation but will be reimbursed for expenses incurred in the performance of their duties. Funds have been appropriated for the purchase of land for the institution and for the construction of a building and equipment. I recommend the appointment of Dr. Andrew C. Ivy, Vice-President of the University in charge of the Chicago Professional Colleges, and Dr. John B. Youmans, Dean of the College of Medicine, as the University of Illinois representatives. I recommend also that the terms of the University representatives be for two years.

On motion of Mr. McLaughlin, these appointments were approved as recommended.

REGISTRATION FEE FOR NURSERY SCHOOL FOR CHILDREN OF STUDENT WAR VETERANS (5) It is recommended that the registration fee for children entering the Nursery School for Children of Student W a r Veterans be set at $10 a semester for the first child accepted from a family and $5 for each additional child from the same family. The School started on November 17, 1947, and as an emergency the fee for the current semester was set at $7-50 for the first child from a family and $5 for each additional child, the reduction from the recommended fee being due to the decrease in the period of instruction. T h e Provost and the Comptroller recommend approval of this fee schedule and of the reduction for the current semester. I concur.

On motion of Mrs. Holt, these fees were approved and confirmed as recommended.

FISCAL OPERATIONS OF DIVISION OF SERVICES FOR CRIPPLED CHILDREN AND DELEGATION OF SIGNATURES (6) The State appropriations for the operation of the Division of Services for Crippled Children are made to the University of Illinois. Because of the professional nature of its services, the Division is under the general supervision of the Vice-President in charge of the Chicago Professional Colleges. Consequently, the accounting and other financial services for the Division are being performed by the Chicago Business Office. Vouchers for disbursement of the Division's funds are prepared in its office in Springfield, sent to Chicago for processing and accounting, and then sent to the Auditor of Public Accounts in Springfield for payment. The Comptroller has reviewed this financial procedure with the Director of the Division and others concerned and has worked out a system which will make possible the processing of vouchers in the office of the Division in Springfield, and transmittal directly to the State Auditor of Public Accounts for payment. The accounts will be centralized within the office of the Division. The Comptroller reports that adequate means of control and responsibility have been set up to protect the University, keep the operations of the Division in line with the business practices of the University, and provide a satisfactory independent check.

DELEGATION OF SIGNATURES

The Comptroller requests adoption of the following resolution as an addendum to the resolution for the delegation of signatures approved by the Board on March 27, 1947. The purpose is to provide for centralizing and expediting the preparation of vouchers against the State Auditor by the Division of Services for Crippled Children from its own funds.
