for it is most important that the foreign students gain an appreciation of the language, culture, and t h e social ideals of our country. 4. T h e Department of English shall, therefore, be instructed to set up such course, or courses, as seem necessary for adequate training of foreign students. 5. On a student's completion of such courses, appropriate elective credit shall be assigned him by whatever college has jurisdiction. 6. It is further recommended that the University authorities on admission study the possibility of checking in advance the proficiency in English of foreign applicants and of limiting admission to such students as a r e sufficiently trained to profit by study in America. 7. Any adequate intensive language program is costly. Therefore, it is further recommended that the University administration consider the assessment of special fees for courses in English for foreigners. I concur in this recommendation.

On motion of Mr. McKelvey, these recommendations were approved.

ADDITIONAL APPOINTMENTS TO MAJOR POSITIONS IN THE DIVISION O F UNDERGRADUATE STUDIES IN CHICAGO (8) Pursuant to the authorization of the Board of Trustees, the President of the University has made the following appointments to major positions in t h e Division of Undergraduate Studies in Chicago: H . W . BAILEY, former Director of the Student Personnel Bureau and A s sociate Professor of Mathematics, to the position of Associate Dean of Liberal Arts and Sciences and Associate Professor of Mathematics, beginning August I, 1946, and continuing through August 31, 1947, at an annual salary rate of $7,500. T. 0 . JONES, former Instructor in Physical Education for Men, to the position of Director of Physical Education and Associate Professor of Physical Education for Men, beginning September 1, 1946, and continuing through August 31, 1947, at an annual salary rate of $4,400. H. E. TEMMER, former Assistant Director of the Division of Special Services for W a r Veterans, assigned to the Registrar's Office, to the position of E x aminer and Recorder, beginning July 22, 1946, and continuing through August 31, 1047, at an annual salary rate of $4,500. D. K. MAXFIELD, to the position of Librarian, beginning September i, 1046, and continuing through August 31, 1947, at an annual salary rate of $4,500.

On motion of Mr. McLaughlin, the action of the President of the University in making these appointments was approved and confirmed.

BUDGET FOR UNDERGRADUATE DIVISION AT CHICAGO (NAVY PIER) FOR THE FISCAL YEAR 1 9 4 6 - 1 9 4 7 (9) The internal budget for the new Undergraduate Division of the University at the Navy Pier in Chicago for the fiscal year beginning July 1, 1946, and covering appointments for the academic year 1946-1947, is submitted herewith (see Appendix, page 90). T h e budget has been compiled by Dean Caveny with the assistance of Business Manager Hazleton on estimates supplied by t h e various educational officers at the branch and t h e general University offices represented there.
