This budget is considerably greater than the preliminary estimate of $2,000,000 submitted to the Budgetary Commission on June 26 and to the Board of Trustees on June 27 (pages 1168-1169). Reasons for this increase may be summarized as follows: 1. The preliminary budget was compiled on very incomplete information and before any detailed review of the program had been completed. 2. The amount of space required for the division is considerably greater than that originally contemplated, thus requiring a considerable increase in rent. 3. T h e cost of remodeling and equipping the area is much greater than originally expected, due to the fact that many facilities were removed by the Navy which it was earlier thought would be available to the University. 4. Detailed studies have indicated that the original estimates for academic, administrative, and physical plant services were much too low. I recommend: 1. T h a t this budget be approved. 2. T h a t the President of the University be authorized to ( a ) make such changes or adjustments as are needed, (b) make such additional appointments as may become necessary, and (c) accept such resignations as are offered, as the needs of the division may indicate from time to time, all within the total of the budget as submitted. 3. T h a t the Comptroller be authorized to pay out of funds presently appropriated by the General Assembly, expenditures against this budget in anticipation of the additional income and special appropriations above indicated.

The Comptroller commented on this budget. On motion of Dr. Meyer, this budget was approved, and authority was granted to the President of the University and the Comptroller as recommended, by the following vote: Aye, Mr. Davis, Mr. Fornof, Mrs. Grigsby, Mr. Livingston, Mr. McKelvey, Mr. McLaughlin, Dr. Meyer, Mr. Williamson; no, none; absent, Mr. Green, Dr. Luken, Mr. Nickell.

PETTY CASH FUND FOR GALESBURG BRANCH (10) In connection with the proposed undergraduate division of the University at Galesburg, Illinois, a petty cash fund and local depository bank will be necessary. T h e University Statutes (Article 50-E) provide that the Board must approve each such fund of more than $1,000 and designate the bank in which it is to be deposited. It is difficult to anticipate the exact amount of fund that may be required, as the exact conditions of operation are yet subject to development. T h e Comptroller requests authority to establish a fund to such an amount as may be found necessary, not to exceed $25,000, and requests an assignment from the General Reserve Fund for this purpose. H e also recommends, on advice of Treasurer I. L. Porter, that the First Galesburg National Bank and Trust Company be designated as the depository for this fund. Approval of these recommendations is requested.

On motion of Mr. Williamson, these recommendations were approved, by the following vote: Aye, Mr. Davis, Mr. Fornof, Mrs. Grigsby, Mr. Livingston, Mr. McKelvey, Mr. McLaughlin, Dr. Meyer, Mr. Williamson; no, none; absent, Mr. Green, Dr. Luken, Mr. Nickell.

ADMISSION TO THE UNDERGRADUATE DIVISIONS OF THE UNIVERSITY OF ILLINOIS (11) The Provost of the University recommends the adoption of the following policy governing undergraduate divisions of the University of Illinois: Priority of admission to the Undergraduate Divisions of the University of Illinois in Chicago and Galesburg will be given to former students of the University and to those who previously have been issued permits to enter in September, 1946, at Urbana. Other applicants who are nonresidents of Illinois will be admitted only if facilities are available after provision has been made for qualified residents of the State. I concur in this recommendation.
