REPORT O F EXECUTIVE COMMITTEE MEETING OF SEPTEMBER 2 0 , 1 9 4 6

The Secretary presented for record the minutes of a meeting of the Executive Committee.

A meeting of the Executive Committee of the Board of Trustees of the University of Illinois was held at 2 p.m. on Friday, September 20, 1946, at the University Club, 76 East Monroe Street, Chicago. Mr. P a r k Livingston, Chairman, General Chester R. Davis, and Dr. Karl A. Meyer, members of the Executive Committee, were present; also Mr. Lloyd Morey, Comptroller, and Mr. H . E. Cunningham, Secretary. Matters Presented by Mr. Morey The Executive Committee considered the following matters presented by the Comptroller. U s e of Mayo General Hospital for Proposed Undergraduate Branch at Galesburg (1) On July 30, 1946 (Minutes, page 17), the President of the University was authorized to explore the possibilities of securing from the government the Mayo General Hospital at Galesburg for use as an additional undergraduate branch of the University for a temporary period to aid in taking care of demands for admission to the University, especially by veterans, which exceed existing facilities. T h e President reports that, in accordance with this instruction, he contacted the appropriate federal authorities and found that the Hospital had been assigned to the State of Illinois in response to its request for use by the Department of Public Welfare as a hospital. T h e President of the University and the President of the Board then conferred with Governor Green, who, after thorough consideration, released the Hospital to the University for a temporary period estimated at three to five years. President Stoddard reports that he and other University officers have secured the necessary action by the federal agencies involved to turn over to the University on or about September 20, 1946, the land, buildings, equipment, and supplies constituting the Hospital, under conditions which University officers consider satisfactory. Be it resolved, by the Executive Committee of the Board of Trustees of the University, that the actions of the President of the Board of Trustees and the President of the University in securing the allocation of the Mayo General Hospital at Galesburg to the University are hereby ratified and confirmed, and Be it further resolved, that P a r k Livingston, President, and Lloyd Morey, Comptroller, of the Board of Trustees, be and are hereby authorized to execute any and all receipts, contracts, and other documents that may be required to complete the transfer to the University of the land, buildings, equipment, and supplies constituting the Mayo General Hospital at Galesburg. The President of the University is further authorized, if the arrangements for the transfer of the Mayo General Hospital to the University are concluded, to approve and authorize the execution of contracts for reconstruction and remodeling, to authorize the purchase of equipment and supplies that may be necessary, and to authorize the appointment or employment of necessary personnel for instruction, administration, and operation of the Undergraduate Division at Galesburg, subject to the presentation of a complete budget to the Board of Trustees as soon as practicable. T h e Comptroller is authorized to make payment on account of such contracts and other obligations, from existing funds of the University, with the understanding that a special additional emergency appropriation for this project will be requested of the General Assembly when it next convenes. On motion of Dr. Meyer, these resolutions were adopted.
