During the discussion of this matter, Mr. Nickell took his place with the Board. On motion of Mr. Nickell, this appointment was made as recommended.

APPOINTMENT OF JOHN M. KUYPERS AS PROFESSOR AND AS DIRECTOR OF THE SCHOOL OF MUSIC (5) I recommend the appointment of John M. Kuypers, now Professor and Head of the Department of Music at Cornell University, as Professor of Music on indefinite tenure and as Director of the School of Music from July 1, I947i to August 31, 1949, at a total annual salary of $8,500. This appointment is unanimously recommended by the Dean of the College of Fine and Applied Arts and a committee of the faculty appointed several months ago to study the qualifications of candidates for this position. O n m o t i o n of M r . W i l l i a m s o n , t h i s a p p o i n t m e n t w a s m a d e a s r e c ommended. HEARING OF CASE OF OTIS TAYLOR

Professor Britton made an oral report on the proceedings in the case of Otis Taylor, and recommended that the following resolution be adopted:

Be it Resolved by the Board of Trustees of the University of Illinois: That the action of its President Park Livingston in appointing the Advisory Committee for the Division of Nonacademic Personnel, the members of which are: Professor R. N . Sullivan, Chairman, Mr. Lloyd Morey, Director C. S. Havens, Professor E. B. McNatt, Professor F . B. Seely, Professor E. W. Lehmann, P r o fessor H. W. Bailey, Dr. E. H . Shideler, Dean E. R. Series, or any of them, to arrange for a Hearing on the complaint of C. S. Havens, Director of the Physical Plant, and Donald E. Dickason, the Appointing Officer, against Otis Taylor, an employee of the Physical Plant Department of the University of Illinois, in which the Complainants ask that Otis Taylor be discharged for just cause as charged in the Complaint and the Amended Complaint, and on the Answer of the Respondent, be and the same is hereby affirmed, ratified, and approved, and That the action of the Director of Nonacademic Personnel, in extending the period of suspension of Otis Taylor from May 7, 1947, to June 5, 1947, be and the same is hereby affirmed, ratified, and approved, and That the suspension of Otis Taylor is hereby continued until terminated by the Board of Trustees of the University of Illinois, and That all actions of the Hearing Committee in calling and conducting the Hearing, in making findings of fact and conclusions of law with respect thereto and reporting their recommendation to the Board of Trustees of the University of Illinois, be and the same are hereby affirmed, ratified, and approved. OPEN SESSION The Board considered in open session the following matters presented by the President of the University.

RETIREMENT OF ASSOCIATE PROFESSOR W1LLIA K. GARVER ( I ) Miss Willia K. Garver, Associate Professor of Library Science and Assistant University Librarian for Acquisitions, has requested that she be retired from active service on September 1, 1947, under the provision in the law creating the University Retirement System of Illinois which permits retirement "on or after the attainment of age sixty-five (65) in exceptional cases and for substantial cause at the request of the Employee and upon certification of the Employer." Professor Garver will be 67 years old next July, and at the end of the current academic year will have been in the service of the University for 28z/i years.
