On motion of Mr. Nickell, these recommendations were adopted.

AWARD OF CERTIFICATES O F CERTIFIED PUBLIC ACCOUNTANT (2) T h e Committee on Accountancy recommends that the certificate of Certified Public Accountant be awarded the following who have made applications therefor under Section 5 of the Accountancy Act of 1943 and who have submitted satisfactory evidence that they hold valid and unrevoked C.P.A. certificates issued by other states on the basis of their having passed the regular written examinations:

On motion of Mr. Williamson, these certificates were awarded as recommended.

RESIDENCE CLASSIFICATION O F MILITARY PERSONNEL APPLYING FOR ADMISSION TO THE UNIVERSITY (3) Army and Navy personnel stationed in the vicinity of the University who desire to enroll as students are classified as temporary residents of Illinois for the purpose of assessment of tuition fees, by specific authority of the Board of Trustees (Minutes, August 5, 1941, page 421; October 21, 1041, page 673). T h e Board has also authorized classifying as temporary residents of Illinois the children of military personnel during the time they are stationed at posts in the State of Illinois regardless of the fact that previous residence may have been outside of Illinois. Unless otherwise specified by the Board of Trustees, this special residence classification would entitle such persons to all the privileges of residents of Illinois for purposes of registration in the University, including the new priorities of admission approved by the Board under the progressive admissions plan. T h e Registrar therefore recommends that, except for Army and Navy personnel assigned to the University staff for R.O.T.C. and N.R.O.T.C. duty, the special residence provision for military personnel be discontinued. T h e residence of such persons will then be determined on the basis of their residence when they entered the service. I concur in this recommendation.

On motion of Mr. McLaughlin, this recommendation was adopted.

CHANGES IN SCHEDULES OF FEES AND SCHOLARSHIPS (4) T h e Faculty Committee on Fees and Scholarships submits the following recommendations: 1. Adjustment in Student Activities Service Fee Charged Students in the Undergraduate Divisions at Chicago and Galesburg The Board of Trustees at its meeting on November 22, 1046 (Minutes, page 165), approved a recommendation authorizing the collection from students in the Undergraduate Divisions at Chicago and Galesburg a student activities service fee of $2 a semester. To provide athletic participation for students in the undergraduate branches of the University, both Divisions have under consideration a program of intercollegiate and intramural athletics. T h e Committee on Fees and Scholarships recommends that in order partially to finance this program, the service fee of $2 a semester in the Undergraduate Divisions at the Pier and at Galesburg be increased to $4 a semester, effective September 1, 1947. This fee is to include admission to all home-ground athletic contests on presentation of student identification cards. The amount collected will be transferred to the Athletic Association, which will finance the entire program. 2. Discontinuation of Matriculation and Graduation Fees and Increase in Laboratory, Library, and Supply Fee For many years the University has charged a matriculation fee of $10 payable by every new student, which fee is not refundable. It has also charged, at the
