Heating and miscellaneous piping $16 094 (Estimated cost including fixed fee of $2,683) Plumbing and vacuum cleaning 7 670 (Estimated cost including fixed fee of $1,770) Air conditioning 44 125 (Estimated cost plus fixed fee of $5,755) The Director of the Physical Plant Department and the Comptroller recommend approval of these contracts. I concur and recommend an additional special appropriation of $80,000 from the General Reserve Fund to complete the work.

On motion of Mr. Williamson, these contracts were approved and the appropriation was made as recommended, by the following vote: Aye, Mr. Davis, Mr. Fornof, Mrs. Holt, Mr. Livingston, Mr. McKelvey, Mr. McLaughlin, Mr. Nickell, Mr. Williamson; no, none; absent, Mr. Green, Dr. Luken, Dr. Meyer.

SPECIAL APPROPRIATIONS FOR NONRECURRING EXPENDITURES (13) The Committee on Special Appropriations and Nonrecurring Expenditures recommends assignments from the General Reserve Fund for the following purposes: Equipment in Mining and Metallurgical Engineering $5 700 Cleaning and overhauling of Recital Hall organ 3 600 Publication of bulletins in the College of Education 1 000 I concur and request appropriations as recommended.

On motion of Mr. McLaughlin, these appropriations were made as recommended, by the following vote: Aye, Mr. Davis, Mr. Fornof, Mrs. Holt, Mr. Livingston, Mr. McKelvey, Mr. McLaughlin, Mr. Nickell, Mr. Williamson; no, none; absent, Mr. Green, Dr. Luken, Dr. Meyer.

PURCHASE OF LAND FOR STAFF HOUSING (14) On February 27 the Board approved the acquisition of 25 additional prefabricated houses for staff use. The Physical Plant Department recommends as the most satisfactory location for these houses 25 lots on the north and south sides of Hessel Boulevard between South Neil Street and South Elm Boulevard in Champaign. These lots are a short distance from the Stadium Drive subway under the Illinois Central Railroad. This tract of laud is offered by Lewis S. Colbert of the Twin City Real Estate Exchange under the following conditions: 1. Total purchase price, $34,750, payable $5,000 at the time of signing the contract and the balance on or before May 1, 1947, subject to a merchantable abstracted title for all the lots. 2. The University to contract with Mr. Colbert for the erection of 25 National Homes on said lots, contingent upon the University's securing an appropriation of $250,000 now pending in the General Assembly. (It has passed in the House.) Price of said houses, including land, erection ready for use, gas gravity heat connected to each house, and public sidewalk in front of each lot, to be $8,750 for a three-bedroom house and $8,250 for a two-bedroom house. 3. This proposal is subject to acceptance on or before March 31, 1947. Various types of prefabricated houses have been considered and the National H o m e is found to be the lowest in cost of any available. T h e total cost of lots and houses, including necessary additional construction work, will be well within the estimated total of $238,450 reported to the Board on February 27. In case the appropriation now pending before the General Assembly is not approved, it would be necessary for the University to pay for the land from general funds. There would be no further obligation under the proposed contract. The Comptroller concurs in the recommendation and requests authority for himself and the Secretary of the Board to execute all necessary contracts. I concur and request approval.
