On motion of Mr. McLaughlin, this appropriation was made as recommended, by the following vote: Aye, Mr. Davis, Mr. Fornof, Mrs. Holt, Mr. Livingston, Mr. McKelvey, Mr. McLaughlin, Mr. Nickell, Mr. Williamson; no, none; absent, Mr. Green, Dr. Luken, Dr. Meyer.

PURCHASE OF PRINTING EQUIPMENT (11) On November 18, 1941 (Minutes, page 704), Mr. John R, Fornof, as a special committee of one assigned to make an inspection of the University Press, made a report to the Board in which he recommended the ultimate consolidation of the mechanical equipment and production facilities of the University of Illinois Press and the Illini Publishing Company and making these facilities available to the School of Journalism for instructional purposes. As one step in this direction, I have authorized a plan to establish a closer relationship between the Illini Publishing Company and the School of Journalism and the use of the facilities jointly. This will require moving the equipment of the Company from its present location on the ground floor of Illini Hall (the old Illinois Union Building) to Gregory Hall and the employment of an editorial supervisor jointly by the School of Journalism and the Company. It will be necessary for the Illini Publishing Company to replace its present newspaper press which was built in 1002 and purchased by it in IQ20. It is neither feasible nor economical to move this press to Gregory Hall. Three possible types of replacement are considered: (1) a new flat-bed press of the type used now, (2) a used rotary press, and (3) a new modern unitubular rotary press. The most desirable would be a new unitubular press which could be used for experimental work, especially color printing, in the program of the School of Journalism; also for printing the Illinois Alumni News and other types of presswork now done by the University Press. It is, therefore, proposed that the University share with the Illini Publishing Company the cost of a new unitubular press to be used jointly by the School of Journalism, the University Press, and the Illini Publishing Company. It is estimated that the cost of the press and installation will be $50,000. I recommend that the Board authorize the purchase of such a press and that an appropriation of $25,000 be made to the School of Journalism for the University's share, subject to release by the President of the University.

ADDITIONAL APPROPRIATION FOR REMODELING ELECTRICAL ENGINEERING LABORATORY (12) On July 30, 1946, a special appropriation of $50,000 was made for remodeling the Electrical Engineering Laboratory in order to provide facilities for the vacuum tube research being carried on under government contracts. The appropriation was based on the best estimate that could be made at that time. Subsequently, detailed plans and specifications were drawn indicating that the total cost will be approximately $130,000. This is due in part to increased cost of construction and in part to a more exact statement of requirements for the research program, which were tentative in character at the time the original appropriation was made. Between $20,000 and $25,000 will accrue to the University from these contracts to cover Physical Plant administrative costs over and above direct departmental expenditures for research. While the proposed facilities are necessary for this research program, they will be valuable to the department on a long-time basis. Bids for the general work and electrical work already have been received and approved (Minutes, January 25, 1947, page 221, and February 27, 1947, page 271). Bids were received on March 11, 1947, for heating and miscellaneous piping, plumbing, and vacuum cleaning and air conditioning.
