BOARD OF TRUSTEES

MATTERS PRESENTED BY PRESIDENT STODDARD

The Board considered the following matters presented by the President of the University.

A P P O I N T M E N T O F W I L L A R D B. SPALDING AS PROFESSOR O F E D U C A T I O N A N D DEAN OF T H E C O L L E G E O F EDUCATION

(1) I recommend the appointment of Dr. Willard B. Spalding, now Superintendent of Schools of Portland, Oregon, as Dean of the College of Education and Professor of Education effective June I, 1947, at an annual salary of $11,000. The appointment as Professor will be on indefinite tenure. The appointment as Dean will be set up in the budget for 1947-1948 on a two-year tenure in accordance with the statutory provision for the appointment of deans biennially. The College of Education faculty is unanimous in its support of Doctor Spalding. On motion of Mr. Nickell, this appointment was made as recommended.

T U I T I O N FEES

(2) The Senate of the 65th General Assembly of Illinois in Senate Resolution No. 15 requested the Board of Trustees "to review carefully the rates of tuition to be charged students at said University, and to consider making such increases therein as will cause a reasonable and equitable portion of the increased cost of operation per student to be shared by the students and to report such action as may be taken pursuant hereto at the earliest possible opportunity." The Board considered this resolution at its meeting on February 27, 1947. The Provost, who is Chairman of the Committee on Fees and Scholarships, presented a report prepared by the, Secretary of the Board of fees in the University and of a study of the fee structure which had been made by the Committee. The President of the University was requested to study this matter further and report at the next meeting of the Board. In view of all factors involved, the President recommends that no action on tuition fees be taken at this time. On motion of Mr. Williamson, the President of the University was requested to inform the Senate that this matter has been considered and that the Board does not deem it advisable to increase the tuition fees at this time. The President was requested to include in his reply full supporting data. In accordance with this action, the President of the University sent the following letter to the President of the Senate under date of March 31, 1947. Honorable Hugh W. Cross . DEAR MR. PRESIDENT :

The Board of Trustees of the University of Illinois has considered at two separate meetings Seriate Resolution No. 15 by Senator Wallace Thompson requesting the Board "to review carefully the rates of tuition to be charged students at said University, and to consider making such increases therein as will cause a reasonable and equitable portion of the increased cost of operation per student to be shared by the students and to report such action as may be taken pursuant hereto at the earliest possible opportunity." The Board has directed me to report the result of its deliberations to the Senate. • On March 27, 1947, the Board of Trustees voted that, in view of all factors involved, no action changing tuition fees charged at the University of Illinois be taken at this time.
