1. T h e fees charged in the undergraduate colleges at the University of Illinois are about the average of fees charged by other state universities. 2. Nearly two-thirds of the students enrolled at the University of Illinois are veterans. T h e Government pays the University a part of the cost of instruction of these veterans. T h e annual reimbursement per veteran is more than the tuition fees he would pay. Consequently, an increase in tuition fees would not produce additional income from that source. 3. All students who are residents of Illinois and are veterans, who served in the armed forces during W o r l d W a r II and have been honorably discharged, are entitled by State law to receive military scholarships exempting them from paying tuition fees. They may elect to use these scholarships and defer accepting Federal aid. Over 600 students are now attending the University on military scholarships. 4. There are approximately 900 other students enrolled in the University of Illinois this year who are holders of General Assembly and County scholarships also established by law. There are 150 students attending the University of Illinois on scholarships established by the Board of Trustees. 5. Altogether there are 1,650 undergraduate students attending the University on scholarships this year, and 13,750 veterans receiving Federal benefits, making a total of 15,400 students who do not pay tuition fees. This represents approximately two-thirds of the total enrollment. 6. All non-resident students pay a tuition fee double that charged residents of the State. The State of Illinois "exports" twice as many students to statesupported universities elsewhere as it "imports" from other states. Stated otherwise, for every non-resident student at the University of Illinois there are two residents of Illinois attending state universities and colleges in other states. 7. It is clear that the burden of any increase would be carried by a minority of the students. 8. For students from families in modest circumstances, higher expenses would be a genuine hardship, and not conducive to the equalization of educational opportunity over the State. President RETURN OF SCHOLARSHIP F U N D S TO REPRESENTATIVES OF D O N O R S (3) T h e University has received funds for student aid in the College of Medicine as follows: 1. T h e Theodore Shnitzer Memorial Scholarship in memory of a former student in the College of Medicine. This is a scholarship of $100 a year to be assigned to upperclass students in the College of Medicine of the Jewish faith. T h e r e is now a balance of $400 in the fund. (Reported to the Board March 10, 1936, page 567.) 2. T h e Isador Janowitz Memorial Scholarship. This is a scholarship for fourth-year students of the Jewish faith in the College of Medicine. There is a balance of $200 in this fund. In my judgment it is contrary to sound public policy for the University to accept and administer funds for any purpose under conditions which require sectarian or religious tests. I have therefore directed the authorities of the College of Medicine to discontinue awarding these scholarships and to return to the donors or their representatives the balances in these funds. Officials of the College of Medicine are authorized to assist any persons or agencies who may take over the administration of these scholarships by supplying information about scholastic records of candidates, but the University will not officially participate in the selection or the award.
