The Comptroller discussed this matter. On motion of Mr. Nickell, the following resolution was adopted.

RESOLUTION

Whereas, the Board of Trustees of the University of Illinois, having become familiarized with Public Law 458, 78th Congress, as amended, and the regulations promulgated by the Federal W o r k s Administrator pursuant thereto, and having determined that such law and regulations are applicable to the University of Illinois in the planning of non-Federal public works, and Whereas, the University of Illinois has for a period of time recognized the need for additional building to provide a more comprehensive, economic, and practicable facility serving the educational needs of the University of Illinois, and Whereas, the University of Illinois has been and is unable to initiate such plan preparation because of its inability to provide funds for the purpose, and Whereas, the University of Illinois is requesting an appropriation from the State legally empowering it to plan, construct, finance, operate, and maintain the public works under consideration, and Whereas, pursuant to the above-mentioned law administered by the Federal W o r k s Agency, Bureau of Community Facilities, advances of public funds are made available for public works plan preparation in order to make advance provision for the construction of non-Federal public works, not including housing. Now, therefore, be it resolved, by the Board of Trustees of the University of Illinois as follows: 1. That an application be submitted to the Bureau of Community Facilities of the Federal W o r k s Agency for an advance of funds to prepare plans and specifications for any or all University buildings for which appropriations are being requested of the General Assembly. 2. T h a t Lloyd Morey, Comptroller, is hereby designated as the official representative of the University of Illinois for this purpose and is hereby authorized to sign such application and all other documents required in obtaining the advance of funds referred to and to furnish the Government with such general. technical, and financial information and data as may be requested; and 3. T h a t in accordance with Section 8 of the Regulations of the Bureau the University of Illinois plans and reasonably expects to initiate the construction of the proposed public works within four years after receipt of the advance and to prosecute the public works to completion. RELEASES OF FUNDS FROM STATE-WIDE PUBLIC WORKS PROJECTS APPROPRIATION (7) A report that Governor Dwight H . Green has authorized the release of funds from the appropriation made to the University of Illinois by the 64th General Assembly in the "Act making appropriations for a State-wide system of public works projects, including all ordinary and contingent expenses relating thereto," as follows: „ , Release No. 288 "For contingencies to cover expenditures for purposes for which the amount appropriated in any item above enumerated is or becomes insufficient $500 000" Amount cancelled 127 000 This money was previously released (Release No. 116) to supplement other funds for the remodeling of the old power plant into a Naval Science Building. The Navy Department is attempting to secure an allotment of Federal funds to aid in this construction.
