This is to be used to augment Release No. 217 in the amount of $42,000, for the removal of the Health Service Station to another University building, the original release having proved insufficient to complete the project. I recommend that these funds be appropriated by the Board for the expenditures specified in the release. AUTHORIZATION FOR GRADUATE SCHOLARSHIPS AND FELLOWSHIPS (8) T h e Dean of the Graduate School requests an appropriation of $150,000 for graduate scholarships and fellowships for the academic year 1947-1048. T h e biennial budget for 1047-1049 as approved by the Board of Trustees includes a provision for graduate scholarships and fellowships at the rate of $150,000 a year. It is necessary to set up provisions for scholarships and fellowships well in advance of the regular budget because of the common practice among universities of making scholarship and fellowship appointments on April I of the year preceding that in which the appointments will be held. Consequently it is necessary to plan for scholarships and fellowships prior to the action of the General Assembly of Illinois on the biennial hudget. I do not believe it is advisable to make a commitment for the full amount of the budgetary provision, but I recommend at this time authorization of appointments to graduate scholarships and fellowships for 1047-1048 not to exceed

$100,000.

SUPPLEMENTARY APPROPRIATION FOR CIVIL ENGINEERING SUMMER SURVEYING CAMP, 1 9 4 6 (o) The Board of Trustees made an appropriation of $10,000 for construction and equipment for the Civil Engineering Camp on December 11, 1945 (Minutes, page 045). Actual costs were $13,809.48. The work included four toilet and bathrooms, a kitchen building, including construction of a walk-in refrigerator and installation of equipment, remodeling one barracks into staff quarters, and constructing a building for hot water supply and laundry. Unexpected expenditures were necessary on the power plant because the local electric company was unable to supply current. It was expected that equipment could be secured from two prisoner-of-war camps near the surveying camp. This equipment, however, was taken away and stored, and efforts to secure it proved futile. T h e necessary cots, mattresses, dishes, kitchen equipment, and truck had to be purchased. Operation and maintenance expenditures totaled $9,091.16, while charges to students resulted in an income of only $6,488.42. T h e Civil Engineering Department has paid these excess costs from its current year's budget, but as a result is left without sufficient funds to complete the year. It requests an additional appropriation of $3,810 for construction and equipment and $2,603 additional to its current budget to cover the deficit on camp operations. T h e Committee on Special Appropriations and Nonrecurring Expenditures has concurred in the request and recommends approval. I concur and request nonrecurring appropriations from the General Reserve in the amounts stated. O n m o t i o n of M r .
